En este análisis, se considerará si estas políticas contribuyen a solucionar la situación de calle, si la refuerzan o si amortiguan las adversidades más extremas, teniendo en cuenta la forma en que se gestaron y el tipo de usos que los AVC le dan a las prestaciones gubernamentales y a las que ofrecen las organizaciones de la sociedad civil (OSC). El contenido de esta tesis se encuentra estructurado en cinco capítulos. A continuación de detallarán las dimensiones que se abordan en cada uno de ellos. En el primer capítulo se realiza una presentación general de la tesis y se plantea cuál es el problema de investigación que se abordará. En la primera parte, se detallan algunas de las definiciones centrales, se delimita el recorte temporal (1997-2011) y espacial (Ciudad de Buenos Aires) y se destaca la relevancia que tiene una investigación de este tipo. En la segunda parte, se mencionan cuáles son las preguntas de investigación que guiarán esta tesis, se detallan los objetivos y las consideraciones metodológicas pertinentes y, por último, se presentan los antecedentes más importantes de las investigaciones que se han producido en Argentina acerca de la temática y cuáles son sus aportes para esta tesis. En el segundo capítulo se realiza una presentación de los rasgos sociodemográficos más importantes de la población adulta que vive en la calle apelando a los estudios cuantitativos que realizó el Gobierno de la Ciudad de Buenos Aires (GCBA) y a las entrevistas en profundidad realizadas en mi trabajo de campo. Se da cuenta de cuáles son los rasgos más importantes de los AVC: cuántos son, cuál es el género y la edad predominantes; cuál es su máximo nivel de estudios alcanzado, si son migrantes y cómo se vinculan con el mundo laboral; y, finalmente, cómo son sus trayectorias habitacionales y sus redes sin perder de vista las transformaciones fuertes que se dieron a nivel urbano y social en la ciudad en las últimas dos décadas. Hacia el final del capítulo, se mencionan cuatro variables (tres estructurales y una más de índole subjetiva) que, combinadas, pueden explicar cómo vivir en la calle puede transformarse en una opción para pernoctar. En el tercero de los capítulos se analizan los tres perfiles de políticas implementadas desde el GCBA que involucran directa o indirectamente a los AVC. El perfil A de políticas agrupa a los programas sociales aún vigentes que se crearon desde 1997. Se analizó cómo y por qué aquel año se incorporó esta temática en la agenda política de la ciudad y cuál fue el diagnóstico inicial. El perfil B de políticas es de corte represivo y se implementó desde 2008 teniendo como característica central la expulsión de los sectores populares de la ciudad agravando las condiciones de vida de los AVC, entre otros grupos. Las políticas que se encuentran en este grupo son la profundización de los desalojos, el veto a leyes que intentaban proteger a los más desfavorecidos, la creación de la Unidad de Control del Espacio Público (UCEP) y el enrejamiento de las plazas y parques. Finalmente, el perfil C está compuesto por un proyecto de ley presentado por una OSC que propuso a los AVC como sujetos de derecho y que promovía el derecho igualitario a la ciudad. Un mes después de aprobarse en la Legislatura de la Ciudad de Buenos Aires unánimemente, la ley fue vetada por el Jefe de Gobierno Mauricio Macri. De esta forma, en este tercer capítulo se da cuenta de los cambios que se produjeron en la relación entre la gestión pública y los AVC desde 1997 hasta la fecha. Es importante destacar que estos tres perfiles coexistieron y que se analizan los tipos de soluciones que proponen a la situación de calle. El cuarto capítulo de esta tesis pone atención en los usos que los AVC le dan a la infraestructura de la ciudad para cubrir sus necesidades teniendo en cuenta en qué barrios pernoctan, cuáles son los lugares elegidos para dormir, qué recorridos realizan durante el día, cuáles son las motivaciones para tomar este tipo de decisiones y cómo incorporan los servicios del GCBA y de las OSC en su día a día. La geo-referenciación de la información estadística permitió dar cuenta de cómo los AVC utilizaban el equipamiento de la ciudad y las entrevistas realizadas visibilizaron las motivaciones que los empujaban a tomar ciertas decisiones y las características que presentaban las relaciones entre los AVC. La información que fluye entre los AVC en forma de consejos, advertencias y rumores suele ser la razón que explica por qué más de la mitad de los AVC no pernocta en los albergues gratuitos del GCBA y de las OSC. En el quinto capítulo se analizan los conflictos, las solidaridades y las miradas que se producen entre los diferentes actores que están involucrados en torno a la situación de calle. Se trabaja cómo los AVC se identifican a sí mismos a partir de las diferencias construidas entre ellos y con un “otro”. Se señalan cuáles son los actores que representan peligros (principalmente la policía y las patotas nocturnas) y cuáles se solidarizan con los AVC (vecinos). Esto último dependerá de cuán exitosas sean las estrategias desarrolladas por los AVC para visibilizar u ocultar su situación en una sociedad que estigmatiza y que vive cada vez más temerosa frente a los desconocidos. This thesis has the general aim to identify the strategies developed by the adults living on the street (AVC) in order to satisfy their needs as well as analyse the characteristics of the public policies implemented by the Government of the City of Buenos Aires (GCBA) to serve this group of individuals. This analysis will explore if these policies either contribute to overcome the situation of living on the street, if they reinforce it, or if they mitigate the most adverse situations. For this purpose, the thesis will consider not only the way the policies were designed, but also the different ways the AVC use those government policies as well as those offered by different organizations of the civil society (OSC). The thesis is structured in five chapters, as it will be shown. The first chapter starts by presenting the general outline of the thesis and assessing the research problem. In the first part, there is a definition of the main concepts and ideas used throughout the study as well as a temporary (1997-2011) and spatial (city of Buenos Aires) delimitation of the unit of analysis. There is also an explanation about the contributions of this research. In the second part, the main research questions of the thesis are acknowledged, as well as the general and specific objectives and the necessary methodological considerations. Lastly, previous studies about the topic in Argentina are considered, analysing their contributions towards this thesis. The second chapter describes the socio-demographic characteristics of the adult population that lives in the streets of the city of Buenos Aires. This description is fulfilled using two sources: the quantitative studies performed by the GCBA, and the in�depth interviews specially carried out for this thesis. Thus, the main characteristics of the AVC are put forward: how many of them are there, their gender and their average age, their highest level of educational achievement, if they are migrants or not, and how they relate to the labour world. Finally, there is an analysis of their housing trajectories and their networks. The later examination is contextualised given the social and urban transformations of the city of Buenos Aires in the last twenty years. Towards the end of the chapter, four variables —three structural and one subjective— are mentioned, which, combined, can explain how living on the street can become an overnight option for these adults. In the third chapter there is an analysis of the three types of policies implemented by the GCBA, which directly or indirectly influence the AVC. Type A gathers the social programmes created since 1997, which are still in place. Emphasis is stressed on how and why in that year this topic was introduced into the political agenda of the city of Buenos Aires and what was the initial diagnosis that brought them about. Type B policies have been implemented since 2008 and tend to be repressive, since its main characteristic is the removal and eviction of the popular sector, thus worsening the living conditions of the AVC, among other groups. Policies that form part of this group relate to the deepening of the evictions, the veto of laws that attempted to protect the most vulnerable individuals, the creation of the Public Space Control Unit (UCEP) and the fencing and lattice of squares and parks. Lastly, type C policies is formed by the bill presented by an OSC that aimed at considering the AVC as individuals with rights and promoting equal rights to the city. One month after being unanimously approved by the Legislature of the city of Buenos Aires, the law was vetoed by the Mayor of the city, Mauricio Macri. Thus, this third chapter shows the changes in the relationship between the government and the AVC from 1997 up to today. It is important to stress that the three types of policies coexisted and that there is an analysis of the types of solutions each of them have for the homeless. The fourth chapter focuses on the uses that the AVC give to the city’s infrastructure in order to satisfy their needs. To achieve this, the research considers in which neighbourhoods the AVC stay overnight, which are the places they choose to sleep in, what are their trajectories and movements during the day, what are their motivations behind these decisions and how they incorporate and use, on a daily basis, the services of the GCBA and the OSC. The geo-referencing of the statistical data gave solid grounds to account for how the AVC used the city’s infrastructure. The in-depth interviews helped to visualise the motivations behind the individuals’ decisions and the characteristics of the relationships amongst the AVC. The later shows that the information that flows between the AVC in the form of advice, warnings and rumours is the reason that explains why half the AVC does not stay overnight in the shelters provided by the GCBA and the OSC, which are free of charge. The fifth chapter analyses the conflicts, and solidarities, as well as the looks and glances that develop amongst the different actors that are involved in the context of living on the streets. It assesses how the AVC identifies them given the differences constructed amongst them and with a certain ‘other’. Emphasis is stressed on the groups that threat—the police and night gangs—and help—the neighbours—the AVC. The way the AVC interact with the ‘other’ depends on how successful are their strategies to make visible or hide their situation in a society that stigmatises them, and which also lives increasingly fearful of the unknown.
