Política criminal ha sido casi sinónimo de política de seguridad (Baratta, 1997; Sozzo, 2000; Pegoraro, 2001). La cuestión “seguridad” en estos términos ha recorrido al mundo globalizado, "globalizando" por tanto diagnósticos, respuestas, estrategias y fundamentalmente la construcción de un discurso hegemonizante que si no excluye, al menos deposita en los márgenes otras lecturas conceptuales y fácticas de la cuestión “seguridad” en sentido más amplio. Esta mirada reduccionista no es producto ingenuo de una miopía analítica, sino que es un recorte que procura darle sentido al tratamiento de la seguridad solo en términos de poner delante de ella a su "oponente", la inseguridad. "Lo correcto" es pensar y producir discursos en términos de ‘inseguridad’ y ésta, a su vez, y mecánicamente asimilada- en términos de criminalidad.
