The main objective in the present analysis will be to take the concept of development as a catapult, giving scope to the concept of community development, in order to offer an image of modernity, which accounts for the existence of a complex society, from a critical approach to the generation of the capitalist world organization system, and strengthening the awareness of the social being in order to de-colonize and de-europeanize imaginary created for the progress of community life. A brief explanation will be made from Enrique Dussel (1992) and Aníbal Quijano (1992), taking as reference the continuous coloniality in the Latin American region. The recovery of history and collective consciousness would mean a deep questioning of the hegemonic order. Likewise, the intervention concept is used as the beginning of the formation of individuals as social beings, that is, as agents and actors of action and change, based on the non-acceptance of the situations in which their life has been built, by a system constrained to consumption. The text identifies the forces in conflict around the construction of modern societies. In addition, in the end, the possibility will open to reflection-action from popular cultures, taking as reference the notion of awareness of a passive region, in the Latin America from Aníbal Quijano (1988), understanding culture from Néstor García Canclini (1989). The theoretical reference that shapes this concept are the classic writings of Raúl Prebisch (1981) and Osvaldo Sunkel (1970), primarily, since these authors extend the concept with other elements that shape a historical problem, such as marginality with Gino Germani (1973). The texts by Alfredo Carballeda will shape the social intervention, while Sonia Fleury and Estella Grassi will be retaken to explain social policies. Zygmunt Bauman (2006) and Ezequiel Ander-Egg (2003) will guide the path towards community development, while Álvaro García Linera will offer an image on the role of the State.
