El objetivo del presente trabajo es contribuir al análisis de la intervención estatal en consumo de drogas llevada adelante en Argentina durante el período comprendido entre los años 2013 – 2019, cuando tienen lugar una serie de reformas institucionales que inauguran un nuevo enfoque en la materia por parte del Estado, el cual se caracteriza fundamentalmente por girar en torno a la categoría de vulnerabilidad social, tomando a la ley Plan IACOP como hito que nos permite explorar los argumentos que están por detrás de la construcción del consumo de drogas como problema social. Para ello, abrevaremos del campo de las políticas sociales y de la teoría crítica de Michel Foucault, colocando la mirada sobre el sujeto que se construye como objeto de la intervención, como clave de comprensión. En este sentido, este trabajo propondrá, como desenlace, que el modo de intervención en consumo de drogas que realiza el Estado desde el año 2013 es más un apéndice de la política social –en tanto operación del moldeamiento del proceso de reproducción de la vida (Danani, 2009; Grassi, 2003)- que una especificación de las políticas de salud mental. El sujeto de intervención se define en tanto tal principalmente por el régimen de desigualdades (de raza, de etnia, de género, de clase), antes que por el hecho de consumir drogas.

Abstract
A summary of the resource.
The aim of this paper is to contribute to the analysis of state intervention in drug consumption in Argentina from 2013 to 2019, when different institutional reforms took place starting a new approach on the topic. Its main characteristic is the fact that it was based on the category of “social vulnerability”, taking the IACOP law as a landmark that allows us to explore the arguments behind the construction of drug consumption as a social problem. To carry out such analysis, we will draw from the field of Social Policy and Michel Foucault´s Critical Theory, looking into the subject who is the object of the intervention. In that sense, this paper will propose that this form of state intervention in drug consumption since 2013 has been more of an annex to social policy – understood as the operation to shape the human reproduction process (Danani 2009; Grassi 2003)- than a mental health policy specification. The subject of intervention is defined in itself more by the structure of inequalities, than by their drug consumption habits.
