Durante el período señalado, la disconformidad de los pasajeros de trenes urbanos con las condiciones de prestación del servicio se expresó dominantemente mediante acciones que implicaron distintos grados de violencia colectiva -acciones que implican daño físico a cosas y/o personas- y, en particular, en forma de ataques protagonizados por pasajeros dirigidos contra personas y objetos identificados con las empresas prestatarias. Entre estos hechos se destacaron tanto por su magnitud – costos materiales y humanos - como por su impacto mediático, los episodios de violencia colectiva ocurridos en las estaciones de Haedo (1 de noviembre de 2005), Constitución (15 de mayo de 2007), Castelar (4 de septiembre de 2008) y Constitución (23 de diciembre de 2010). El estudio de los hechos de violencia colectiva protagonizados por pasajeros de trenes urbanos ha permitido conceptualizarlos como estallidos de hostilidad. Si bien la conceptualización utilizada se nutre en parte de los desarrollos realizados por Neil Smelser (1963), se distancia de la impronta psicológica que caracteriza la producción de este autor. En la perspectiva que se adopta lo central en la definición no es la existencia de una creencia hostil, de carácter mágico que sirve de base al comportamiento colectivo, sino la emergencia de hostilidades cuyo proceso constituyente es necesario desentrañar. En suma, se trata de estallidos en tanto ocurren súbita y violentamente a posteriori de un hecho detonante. En los mismos la hostilidad se transforma en bronca e ira que se expresa atacando a una personificación a la que se le atribuye la responsabilidad por la situación vivida. La hipótesis central que recorre la tesis plantea que la configuración sistémica (García, 2006) del servicio de trenes urbanos produce una tensión estructural entre función de producción y función de consumo. Ante perturbaciones recurrentes del sistema, esta tensión estructural se incrementará hasta alcanzar un carácter extraordinario que no permitirá su procesamiento por el sistema. En estas circunstancias, condiciones de contorno del sistema, tales como la existencia de un marco político y cultural favorable al desarrollo de la acción directa, conducirán a mayores perturbaciones del mismo, como son los estallidos de hostilidad protagonizados por pasajeros. Finalmente, esta clase de perturbaciones impactarán en la forma de organización social del servicio. En suma, se trata de un sistema en permanente equilibrio inestable, en el marco del cual se producen perturbaciones en diferentes niveles y escalas del mismo que, en ocasiones, producirán reorganizaciones en distintos elementos y niveles del sistema, aunque sin llegar a producir –al menos durante el período de este estudio- un cambio del mismo a nivel estructural. This dissertation addresses the conditions that activate different modalities of social dissatisfaction that go beyond the institutional channels for processing and resolving conflicts. It concentrates on those factors causing outbreaks of hostility on the basis of an analysis of events of open protests on the part of passengers of the metropolitan railway system of Buenos Aires Metropolitan Area between October, 2002 and December, 2010. The quality of train services during this period motivated strong discontent in passengers. This was expressed in numerous events of collective violence, which often involved causing physical damage to objects or people which the attackers identified with the companies responsible for the service. Some of these episodes were salient in terms of their intensity in terms of human and material costs and their media impact, such as the cases of mass violence that took place in the train stations of Haedo (November 1st, 2005 ), Constitución (May 15, 2007 and December 23, 2010) and Castelar (September 4th 2008) 2010). The study of these events has led us to conceptualize them as collective outbursts. Although we use in part the analytical developments of Neil Smelser (1963), we differ with regard to the stress that they put on the psychological aspects of his theorization. In our perspective, the central issue is not the existence of hostile beliefs, of a magical character, which give rise to the collective behavior, but the emergence of hostile actions whose constituent processes it is necessary to understand. We deal with outbreaks of violence that erupt suddenly and violently after a detonating event. Hostility is transformed into anger and rage which finds expression by attacks on personifications of those responsible for the experienced situation. Our main hypothesis is that the systemic configuration (García, 2006) of the urban train service produces a structural tension between the production and consumption functions. In response to recurrent shocks, this structural tension will rise to unusual levels, making the system unable to process it. In these circumstances, boundary conditions such as the existence of cultural and political frameworks favorable to direct action will lead to major disturbances, such as the outbreaks of passenger hostility. In turn, this kind of disturbance will have impacts on the social organization of the service. In brief, the system under study finds itself permanently in an unstable equilibrium, subject to perturbations at different levels and scales. Sometimes, these disruptions may trigger reorganizations of various elements of the system, but without causing - at least during the period of this study – a significant structural change.
