La presente investigación revisó la noción de integralidad en la política social argentina reciente en tanto concepto que durante las últimas décadas ha tomado especial relevancia en lo que a gestión pública refiere. En este marco, buscó avanzar en torno a dos interrogantes: cómo la integralidad se expresó en la política pública social argentina y si hubo distintas formas de pensarla y nombrarla. Para ello, en primer lugar, se describió brevemente cómo se pensaron los problemas sociales en los períodos 1989-2001 y 2003-2015 y las formas que tomaron las estrategias destinadas a atenderlos en cada uno de ellos. Posteriormente se puso en diálogo las características predominantes en las intervenciones con tres sentidos que creemos se vinculan a la noción de integralidad: coordinación, participación y territorio. Tanto el recorrido histórico como la propuesta conceptual surgieron de la sistematización y el análisis documental de autores que abordan el tema, especialmente en Argentina y la región. El trabajo encontró que la cuestión de la integralidad en las políticas sociales postcrisis 2001, en Argentina, estuvo relacionada con procesos de resignificación de las características que tuvieron las intervenciones durante la década del ´90. En este sentido, hallamos que las reformas de la segunda Argentina neoliberal fueron acompañadas con políticas sociales focalizadas, descentralizadas y desestatizantes, enmarcadas en un modelo asistencialista de intervención. A partir del año 2003, esas características fueron objetadas y en el propio proceso de implementación de las políticas se las resignificó, constituyendo a la integralidad como la base de una nueva forma de atender los problemas sociales. En este marco, el nuevo abordaje entendió integralidad en términos de coordinación, participación y territorio; a veces de forma excluyente, a veces de forma conjunta.

The aim of this research was to review the concept of integrality in recent social policies in Argentina, given the relevance that acquired during the last decades in the public administration field. Our intention was to further investigate around two main aspects: how the concept of integrality expressed itself within social public policy in Argentina and if there were several ways to think it and name it. To this effect, in first place we carried out a brief description of how social problems were conceived during the 1989-2001 and 2003-2015 periods and the characteristics adopted by the strategies oriented to attend them during each period. Subsequently, we compared the most relevant characteristics of the interventions to three senses that we think are related to the concept of integrality: coordination, participation and territory. The historical approach and the conceptual proposal arose from the systematization and the documental analysis of authors that have addressed this issue, especially in Argentina and the region. The results indicate that the matter regarding the integrality was related to a resignification process related to the characteristics of the interventions during the nineties. In this sense, we found that the reforms implemented during the second neoliberal process in Argentina were accompanied by decentralized, destatized and focalized social policies, within a larger model of interventions through assistentialism. From 2003 onward, these characteristics were refuted and during the process of implementation the concept of policy was discussed and acquired a new meaning, in which integrality gained importance and became the basis of this new perception in the attendance of social problems. In this context, the new approach conceives integrality in terms of coordination, participation and territory. In some cases comprehensively and in other separately.
