La televisión alternativa, popular y comunitaria [1987-2012] : historia, problemas y contrainformación para el área metropolitana
Abstract
This thesis reconstructs the social history of alternative television, popular or community in the Autonomous City of Buenos Aires and Greater Buenos Aires from a perspective rooted in the field of popular and alternative communication. It explores its origins during the 80s, the development of the phenomenon and its evolution to the present day. The paper is organized from two time sequences: the first is from 1987-1999, the second from 2000 to the present. This periodization, which we call "analog stage" and "convergence stage", respectively, is explained by the significant changes in the technological scenarios (air television, cable mass, digitization and new technologies) and policy (law 22.285, law 26.522), which determine differentially community experiences.
On these specific problematizations temporalities intersect on some television analysis dimensions, focusing on production and inseparable relationship with its context: the link between the environment and the community, the contradictions inherent in any social practice the aspects that make the project, type of property and environmental management in the context of transformative intervention goals on reality and finally those aspects related to the structure of programming and productive habits of counter journalism. The aim is not to achieve qualifying definitions, but general consensus project some characteristic of a Latin American tradition alternativity that deserve to be taken into account when put in discussion the relationship between community media and law Audiovisual Communication Services.
