América Latina Description An account of the resource Durante las últimas décadas, los gobiernos latinoamericanos promovieron distintos tipos de iniciativas de participación y transparencia. Mecanismos de democracia directa; leyes de acceso a la información; consejos consultivos; experiencias de presupuesto participativo y organismos anticorrupción, son tan sólo algunas de las iniciativas que se han ido expandiendo a lo largo y ancho de la región. Si bien el estudio de estas iniciativas ha tenido un fructífero desarrollo empírico y descriptivo —tanto en términos cuantitativos como cualitativos— la mayoría de los trabajos se han concentrado en las consecuencias de este tipo de políticas, privilegiando un análisis de escala local o subnacional. Pocos estudios han explicado las causas de su emergencia, y muchos menos lo han hecho concentrándose en los niveles nacional y/o regional de análisis. Por ello, esta tesis analiza diferentes trayectorias de apertura estatal en la gestión de lo público, explicando las causas que llevaron a los gobiernos latinoamericanos a promover iniciativas de participación y transparencia entre 1990 y 2016. La problemática se enmarca en la preocupación teórica general de comprender los procesos de producción de accountability de los Estados contemporáneos y es abordada desde una doble perspectiva metodológica. Por un lado, se realiza un análisis histórico comparado del surgimiento y expansión de las iniciativas en dieciocho países de América Latina; y por el otro, un estudio en profundidad de las trayectorias tecnocráticas de apertura estatal y la promoción del derecho de acceso a la información pública en dos casos: Argentina y Chile. Los principales resultados de la tesis dan cuenta del rol jugado por los actores internacionales, las redes de advocacy y las comunidades de expertos transnacionales en la promoción de iniciativas de participación y transparencia en la región. A su vez, este trabajo demuestra cómo ambos factores interactúan con distintas estructuras de oportunidades políticas domésticas (tipo de gobierno, organización del gabinete ejecutivo y cohesión de la elite gobernante) causando trayectorias alternativas de apertura estatal. Desafiando la dicotomía en la que la mayor parte de la literatura ha abordado el estudio de las iniciativas de participación y transparencia: entre un enfoque centrado en la democracia radical y la emergencia de la nueva izquierda por un lado; y uno en clave neoliberal por el otro, esta tesis propone una perspectiva de análisis diferencial, concentrándose en los factores sociopolíticos que dieron forma a la emergencia de estas iniciativas, posibilitando, de esta manera, nuevas interpretaciones de sus consecuencias y resultados. During the last decades, Latin American governments promoted different types of participatory and transparency initiatives. Direct democracy mechanisms; freedom of information laws; participatory councils; participatory budgeting experiences and anticorruption bodies are just some of the initiatives that have been spreading all across the region. Although the study of these initiatives has had a fruitful empirical and descriptive development of research —in quantitative as well as qualitative terms— most studies have focused on the analysis of the consequences of this type of policies and have focused on the subnational or local level. Few studies, however, have explained the causes of their emergence and have concentrated on the national or regional level. Therefore, this dissertation analyses different trajectories of “state-opening” in Latin America by looking at the causes that triggered governments to promote participatory and transparency initiatives from 1990 until 2016. State-opening processes are understood from three different levels of analysis. Firstly, from a theoretical perspective, I resume the question of why governments would be interested in opening themselves and establishing institutions of political accountability when these institutions restrain them and limit their freedom of action. Therefore, I conceptually link the emergence of these initiatives with the different reasons that trigger governments to promote political accountability and I classify participatory and transparency initiatives according to their level of openness vis a vis government´ self restriction. Secondly, from a comparative and historical perspective, I reconstruct the origins and expansion of state-opening initiatives in eighteen Latin American countries. Thirdly, from an in depth case analysis, I reconstruct two different paths to technocratic State-opening: the Chilean and the Argentinean one. In order to do this, I focus mainly on the factors that drove governments to promote access to information initiatives. The main results of this thesis show the role played by international actors, advocacy networks and transnational communities of experts in the promotion of participatory and transparency initiatives in the region. In turn, this work proves how both factors interact with different domestic political opportunities structures (type of government, executive cabinet organization and cohesion of the ruling elite) causing alternative paths of state-opening. By challenging the dichotomy between a neoliberal and a radical democracy approach in which most of the literature has asserted the study of participatory and transparency initiatives, this thesis sheds light on important institutional and international factors that shape the emergence of participatory and transparency policies, therefore fostering as well, new interpretations of their consequences and results Table Of Contents A list of subunits of the resource.
