Argentina Brasil Description An account of the resource Las asimetrías en los procesos de integración impiden que los países signatarios de los acuerdos comerciales puedan apropiarse de los beneficios del mismo. Las asimetrías, son estructurales, propias del tamaño, población, o condiciones naturales, o regulatorias, las que se implementan a través de políticas estatales en forma de incentivos para favorecer exportaciones o propiciar la radicación de inversiones. En la región Argentina y Brasil comienzan un proceso de integración en el año 1985 luego de la recuperación democrática e intentando superar el aislamiento al que eran sometidos. Los objetivos apuntaban a impulsar un frente común para negociar en mejores condiciones y fortalecer las capacidades de cada país. Las asimetrías existentes se tomaron en cuenta antes de la creación del PICE (Programa de Integración y Cooperación). Este programa, propiciaba la integración gradual e intra-sectorial evitando incluir a todos los productos y no perjudicar a las industrias de los Estados signatarios. En el año 1988 el Tratado de Integración, Cooperación y Desarrollo se firma intentando superar las limitaciones del PICE. En el año 1991 el Tratado de Ouro Preto sentó las bases para la creación del MERCOSUR entre Argentina, Brasil, Uruguay y Paraguay. La creación del FOCEM (Fondo de Convergencia Estructural) en 2004 se propone como mecanismo para financiar "programas de convergencia estructural, desarrollo de la competitividad, de cohesión social, y de fortalecimiento de la estructura institucional y el proceso de integración". Las diferencias entre Brasil y Argentina persistieron, y en las industrias del calzado, automotriz, azúcar y farmacéutica, la integración fue dispar logrando avances sólo cuando los intereses de las empresas transnacionales involucradas prevalecen. The asymmetries in the integration processes prevent the signatory countries of the trade agreements from appropriating the benefits of the same. The asymmetries are structural, characteristic of size, population, or natural or regulatory conditions, which are implemented through state policies in the form of incentives to favor exports or facilitate the establishment of investments. In the region Argentina and Brazil begin a process of integration in 1985 after the democratic recovery and trying to overcome the isolation to which they were subjected. The objectives were aimed at promoting a common front to negotiate in better conditions and strengthen the capacities of each country. The existing asymmetries were taken into account before the creation of the PICE (Integration and Cooperation Program). This program fostered gradual and intra-sectoral integration, avoiding the inclusion of all products and not harming the industries of the signatory states. In 1988 the Integration, Cooperation and Development Treaty was signed trying to overcome the limitations of the PICE. In 1991, the Ouro Preto Treaty laid the foundations for the creation of MERCOSUR between Argentina, Brazil, Uruguay and Paraguay. The creation of the FOCEM (Structural Convergence Fund) in 2004 is proposed as a mechanism to finance "programs of structural convergence, development of competitiveness, social cohesion, and strengthening of the institutional structure and the integration process." The differences between Brazil and Argentina persisted, and in the footwear, automotive, sugar and pharmaceutical industries, integration was uneven, achieving progress only when the interests of the transnational companies involved prevailed.
