A partir de esta investigación, se busca rastrear elementos constitutivos del actual contexto geopolítico signado por fuertes tensiones entre Estados Unidos y China. Con este propósito, se analiza un momento central en la configuración del vínculo comercial entre ambas potencias, el ingreso de China a la OMC, entendiendo que, a partir de este acontecimiento, se desarrollaron cambios sustanciales en la relación entre y al interior de estos países y se aceleró el proceso de ascenso de la economía china. El análisis de este caso paradigmático está enfocado en cómo se construyó la posición de Estados Unidos a partir de un estudio de las discusiones que se desarrollaron en el país en un contexto signado por una dinámica crecientemente internacionalizada de la acumulación de capital y por las movilizaciones antiglobalización en la Ronda de Seattle de 1999. En este sentido, la tesis se centra en el debate en la sociedad norteamericana y especialmente en las intervenciones tanto de los sindicatos como de las corporaciones empresarias. Identificar sus argumentos, intereses y diferencias internas, así como su papel en la construcción de la posición del estado, resulta un elemento fundamental para ver el desenvolvimiento de estas discusiones que continúan presentes en la sociedad norteamericana. Desde esta mirada, la tesis aborda dos problemas conexos entre sí: la relación entre estado y clase dominante y el papel de Estados Unidos como estado en su territorio y como potencia imperialista, ambos aspectos mediados por el desenvolvimiento de la lucha de clases. En esta línea, se propone un análisis atento a las contradicciones en la dinámica de la acumulación y la dominación a nivel doméstico e imperial. La hipótesis que atraviesa esta investigación comprende que la elaboración de la política exterior de Estados Unidos sobre el ingreso de China a la OMC se explica por una estrategia de acumulación orientada a la expansión global de los capitales norteamericanos cuya concreción no estaba dada de por sí: fue posible en el marco de una derrota del movimiento antiglobalización a partir de la articulación de una ofensiva desde el Estado en conjunto con la fracción internacionalizada de la burguesía. El Congreso aparece como el escenario donde se desenvuelve la disputa en tanto caja de resonancia de las distintas relaciones de fuerza doméstica, apareciendo una contradicción con el Ejecutivo como garante de la dominación imperialista. In this thesis, we examine the relationship between the State and business corporations in the decision-making process of the U.S. foreign policy regarding China's entry into the World Trade Organization (1999-2001). Through this research, we aim to trace key elements of the current geopolitical context marked by strong tensions between the United States and China. To this end, we analyze a central moment in the configuration of the trade relationship between the two powers, China's entry into the WTO, understanding that, because of this event, there were significant changes between and within these countries and the process of the rise of the Chinese economy was accelerated. The analysis of this paradigmatic case focuses on how the U.S. position was constructed based on the study of the discussions that took place in the country in a context characterized by an increasingly internationalized dynamic of capital accumulation and by the anti-globalization mobilizations in the 1999 WTO Ministerial in Seattle. In this regard, the thesis is centered on the debate in American society and especially on the interventions of both labor unions and business corporations. Identifying their arguments, interests and internal differences, as well as their role in the building of the State's position, is key to understanding the development of these discussions, which are still present in the American society. From this point of view, the thesis addresses two interrelated problems: the relationship between the State and the ruling class and the role of the United States as a State in its territory and as an imperialist power, both aspects mediated by the development of the class struggle. To that end, we offer an analysis focused on the contradictions in the dynamics of accumulation and domination at the domestic and imperial levels. The hypothesis of this research is that the elaboration of U.S. foreign policy on China's accession to the WTO can be explained by a strategy of accumulation oriented to the global expansion of U.S. capital, which realization was not granted: it was possible by defeating the anti-globalization movement through the articulation of an offensive from the State in association with the internationalized fraction of the bourgeoisie. The Congress appears as the scenario where the dispute develops, working as a sounding board for the different domestic force relations, revealing a contradiction with the Executive as guarantor of imperialist domination.
