Las reformas estructurales de la década de los ´90 en la Argentina devinieron en nuevas funciones para los Gobiernos locales bajo la idea de la descentralización, pero estas nuevas funciones no fueron acompañadas por un mayor presupuesto para afrontarlas. A causa de estas dificultades, los Gobiernos locales comenzaron a emplear el enfoque de gobernanza, para que al articular con la ciudadanía, con actores del sector privado, con grupos de interés y con otros niveles de gobierno; y al generar redes con actores del sector privado, con grupos de interés y con otros niveles de gobierno, puedan cumplir de manera eficaz y eficiente con estas nuevas funciones, además de satisfacer las demandas que le exige la ciudadanía, por haberse vuelto actores centrales del desarrollo local. Para medir el grado de gobernanza en los Gobiernos locales se abordarán las características y cualidades de los municipios, y las reformas estructurales de los ´90. Luego se abordarán definiciones teóricas de gobernanza e indicadores para medir la misma, lo que nos permitirá confeccionar un índice propio de gobernanza. This thesis addresses the degree of governance of the local Governments of the 2nd electoral section of the province. by BS. AS. The structural reforms of the 90s in Argentina became new functions for local Governments under the idea of decentralization, but these new functions were not accompanied by a larger budget to face them. Because of these difficulties, local Governments began to use the governance approach, so that by articulating with citizens, private sector actors, interest groups and other levels of government; and by generating networks with private sector actors, interest groups and other levels of government, they can effectively and efficiently fulfill these new functions, in addition to meeting the demands made by citizens, for having become central actors in local development. To measure the degree of governance in the local Governments the characteristics and qualities of the municipalities will be addressed; and the structural reforms of the '90s. Then, theoretical definitions of governance and indicators to measure governance will be addressed, which will allow us to create our own governance index.
