Argentina Temporal Coverage Temporal characteristics of the resource. 2002-2014 Description An account of the resource La presente tesis de maestría tiene como objetivo general el de presentar y analizar la situación actual y la dinámica evolutiva de la industria del software y de servicios informáticos en Argentina en el período 2002-2014. Este objetivo general se desglosa en tres partes esenciales, estrechamente relacionadas entre sí: el análisis cuantitativo y cualitativo de los datos referidos a las empresas dedicadas a la producción de software y de servicios informáticos; las políticas públicas orientadas al sector y las particularidades que adquiere el trabajo informático y su organización. En lo referente al análisis de las empresas vinculadas al sector, se presentan y analizan datos referidos a: cantidad de empresas en actividad; evolución de las ventas totales; tipos de actividades sobre el total de ventas; principales clientes; evolución y carácter de las exportaciones; destinos de las exportaciones. Esos datos se contrastan y refuerzan con la información provista por los empresarios y trabajadores entrevistados. En lo concerniente al sector público, se presentan y analizan las políticas orientadas al sector de SSI. Aquí se han considerado tanto las políticas económicas como las de corte políticoinstitucional. En lo relativo al trabajo informático, se presentan datos cuantitativos y cualitativos referidos al empleo registrado; niveles de profesionalización y deserción educativa; capacitaciones; modos de organización de la producción y formas de organización sindical de los trabajadores. Los tres ejes abordados en esta tesis están fuertemente relacionados entre sí y se abordan desde una triangulación metodológica que articula el análisis cuantitativo de datos estadísticos con el análisis cualitativo proveniente de entrevistas en profundidad realizadas a empresarios, trabajadores y dirigentes sindicales. Vale destacar que esta tesis no pretende analizar al sector de producción de software de forma aislada del resto del tejido productivo nacional. Por el contrario, se lo piensa inserto en el mismo y se entiende que el desarrollo del sector de SSI puede generar externalidades positivas para el conjunto de la economía argentina. The general objective of this master's thesis is to present and analyze the current situation and the evolutionary dynamics of the software industry and IT services in Argentina during the period 2002-2014. This general objective is broken down into three essential parts, closely interrelated: the quantitative and qualitative analysis of statistics concerning to companies engaged in the production of software and IT services; the public policies oriented to the software industry and the particularities of the computer work and his organization. Concerning the analysis of companies linked to the sector, it will be introduced and analyzed information about: number of companies in activity; evolution of total sales; types of activities on total sales; main customers; export’s evolution and nature of; export’s destinations. This information is contrasted and reinforced with testimonies provided by interviewed entrepreneurs and workers. Regarding the public sector, it will be analyzed the public policies related with the software industry. On this point, they will be considered both economic and political-institutional policies. In relation to computer work, quantitative and qualitative data will be provided relating to the registered employment; levels of professionalization and educational desertion; trainings; production’s organization modes and trade union’s organization forms. The three main lines of analysis are strongly interrelated and are addressed from a methodological triangulation that articulates the quantitative analysis of statistical data with qualitative analysis from in-depth interviews to entrepreneurs, workers and union leaders. This thesis is not meant to analyze the software industry in isolation from the rest of the national industrial field. On the contrary, it will be contextualized considering that the development of IT sector can generate positive externalities for the Argentinian economy.
