La Guerra de la Triple Alianza contra Paraguay, como así también la Guerra de Crimea y de Secesión, formaron parte de aquellos combates modernos de mediados del siglo XIX que se caracterizaban por una disposición ordenada de los ejércitos en los campos de batalla, la implementación de las trincheras, un desarrollo de la artillería con gran poder de fuego, los reclutamientos masivos de la población, el uso de transportes a vapor, la utilización de los medios de comunicación, el surgimiento de las telecomunicaciones con los tendidos de las redes telegráficas y, por último, la fotografía como técnica visual de registro. La investigación que se desarrollará a continuación aborda la representación visual de la Guerra de la Triple Alianza contra Paraguay, dado que fue el primer conflicto sudamericano en ser registrado por la fotografía, generando documentos de gran importancia para los estudios históricos. Sin embargo, la falta de conocimiento e información sobre las técnicas utilizadas ha conllevado a que los historiadores le otorgasen un lugar marginal a la fotografía como recurso, funcionando de manera ilustrativa para acompañar los textos, quitándole el valor documental a las imágenes y olvidándose de la extraordinaria labor de los corresponsales y retratistas que dejaron su testimonio sobre el teatro de operaciones. Recuperar estos documentos y contextualizarlos, significa transformar estos fragmentos, fósiles o piezas arqueológicas en parte de un relato que permita revitalizar la memoria de las naciones que intervinieron en uno de los hechos más sangrientos de la historia en el siglo XIX, una forma de cuestionar e interpretar el pasado desde el presente. En el caso paraguayo, entre las características más significativas de las transformaciones recientes, se destacan el aumento de la escala y la mayor tecnificación del proceso productivo sobre la base de la concentración y centralización del capital agrario. Esta tesis aborda el vínculo entre el despliegue de estas transformaciones y los cambios en la estructura social en la primera década del siglo XXI, atendiendo especialmente a la producción de sobrepoblación relativa. Para ello, se toma como base la crítica de la economía política desarrollada originalmente por Karl Marx y se apunta a ofrecer una explicación macrosocial centrada en la determinación de los sujetos sociales por el lugar que ocupan en el proceso de acumulación de capital (Iñigo Carrera, 2013; Starosta, 2015; Starosta y Caligaris, 2017). Esto coloca en el centro de la investigación el reconocimiento de los sujetos sociales como personificaciones de mercancías. En este sentido, de acuerdo a la mercancía que cada uno personifique –capital, fuerza de trabajo o propiedad territorial– se identifican tres papeles: el capitalista, el obrero y el terrateniente. No obstante, surge la dificultad de que el espacio rural presenta sujetos sociales que personifican distintas mercancías o desempeñan diversos papeles de manera simultánea. Frente a esto, nuestro abordaje de la estructura social propone identificar la personificación determinante en cada sujeto para luego avanzar en el estudio de sus transformaciones como resultado de los cambios productivos recientes. En esa línea, argumentamos que el espacio rural paraguayo se caracteriza por el predominio de dos tipos de sujetos sociales. Por un lado, pequeños capitales caracterizados, en su mayoría, por la personificación simultánea del capital, la propiedad de la tierra y, en algunos casos, incluso, la fuerza de trabajo y cuyo predominio se observa en casi toda la extensión de la superficie productiva. Y por el otro, una masiva población trabajadora que posee los medios de producción como condición de su reproducción como fuerza de trabajo superflua. Las visiones más difundidas sobre la estructura social paraguaya al no identificar desde el punto de vista del papel que desempeñan en la acumulación de capital los sujetos que constituyen su objeto, no alcanzan a plasmar de manera acabada las profundas implicancias que el despliegue de las transformaciones productivas recientes ha acarreado sobre la sociedad paraguaya. En esta línea, la conclusión general a la que llega este trabajo es que la potenciación de la concentración y centralización del capital agrario y el consecuente desplazamiento y cercenamiento de las unidades productivas de pequeña escala agravó el estancamiento y consolidación como sobrepoblación relativa de un sector creciente de la población que habita en el espacio rural paraguayo. Asimismo, se argumenta que las modalidades asumidas por la sobrepoblación paraguaya, tanto en el caso de los que permanecen en el ámbito rural, como de aquellos que han migrado recientemente a ámbitos urbanos, son indisociables de las formas que asume la acumulación de capital en este espacio nacional. Dichas conclusiones no solo permiten reconsiderar algunas lecturas difundidas en torno a los sujetos sociales característicos de la estructura social paraguaya, sino que aportan una visión que amplía e inaugura nuevos interrogantes para el examen de las transformaciones recientes contemplando dimensiones escasamente abordadas hasta el momento por la literatura especializada. Since the turn of the century, the global increase in commodity prices has boosted in South America the expansion of productive transformations associated with the optimization of large-scale production of agricultural goods highly demanded in the international market. In the Paraguayan case, among the most significant characteristics of the recent transformations, the increase in scale and the greater technification of the production process based on the concentration and centralization of agrarian capital stands out. This thesis addresses the link between the unfolding of these transformations and the changes in the social structure during the first decade of the 21st century, paying special attention to the production of relative overpopulation. In order to achieve this, the critique of political economy originally developed by Karl Marx is taken as a basic framework, aiming to offer a macrosocial explanation focused on the determination of social subjects by the place they occupy in the process of capital accumulation (Iñigo Carrera, 2013; Starosta, 2015; Starosta and Caligaris, 2017). This places at the center of the investigation the recognition of social subjects as personifications of merchandise. In this sense, according to the merchandise that each subject personifies – capital, labor power or landed property – three roles are identified: the capitalist, the worker, and the landowner. However, the rural space presents social subjects that personify different merchandise or play different roles simultaneously, making the analysis more complex. Faced with this, our approach to the social structure proposes to identify the determining personification in each subject and then advance towards the study of its transformations as a result of recent productive changes. In this line, we argue that the Paraguayan rural space is characterized by the predominance of two types of social subjects. On the one hand, small capitals, characterized, for the most part, by the simultaneous personification of capital, land ownership and, in some cases, even the labor force whose predominance is observed in almost the entire extension of the Productive territory. On the other hand, a massive working population that owns the means of production as a condition for its reproduction as a superfluous labor force. In this sense, we consider that the most widespread visions about the Paraguayan social structure, do not manage to capture in a accurate way the profound implications that the deployment of recent productive transformations has brought about on Paraguayan society, since they do not start from an identification of the role played in the accumulation of capital by the subjects that constitute its object. The general conclusion reached by our study is that the strengthening of the concentration and centralization of agrarian capital and the consequent displacement and curtailment of small-scale productive units aggravated the stagnation and consolidation of a growing sector of the population that lives in rural Paraguay as relative overpopulation. Likewise, we argue that the modalities assumed by the Paraguayan overpopulation, both in the case of those who remain in the rural area and of those who have recently migrated to urban areas, are inseparable from the forms assumed by the accumulation of capital in this national area. These conclusions not only allow to reconsider some widespread arguments about the characteristic subjects of the Paraguayan social structure, but also provide a vision that broadens and opens new questions for the examination of recent transformations, contemplating dimensions scarcely addressed in the specialized literature. Para ello, nos centramos en las instancias conjuntas de conflicto político protagonizadas, para el caso argentino, por a) la Sociedad Rural (SRA), b) las Confederaciones Rurales Argentinas (CRA), c) la Confederación Intercooperativa agropecuaria (CONINAGRO) y d) la Federación Agraria Argentina (FAA) y, para el caso paraguayo, por a) la Asociación de Productores de Soja (APS), b) la Federación de Cooperativas de Producción (FECOPROD), c) la Cámara Paraguaya de Exportadores y Comercializadores de Cereales y Oleaginosas (CAPECO) y d) la Asociación Rural del Paraguay (ARP). Estas organizaciones son protagonistas en la intervención política del sector, al tiempo que hegemonizan, centralizan y lideran la acción corporativa en ambos países. Las mismas se erigen como las principales interlocutoras institucionales del empresariado agropecuario con el Estado. Partimos de la premisa de que las organizaciones empresariales no son entidades aisladas del proceso de acumulación y de las relaciones de poder en las que participan sus miembros. Estas organizaciones tienen como objetivo cohesionar posiciones disimiles en el ámbito económico y productivo para luego expresarlas políticamente mediante la acción corporativa. El estudio reconstruye y analiza dos dimensiones de la acción corporativa. Primero, la dimensión estructural a partir de la cual se indaga en la emergencia del agronegocio como paradigma productivo y de una nueva ruralidad como escenario de interacción social. En este contexto, nos centramos en la emergencia de un nuevo sujeto agrario hegemónico y en una novedosa estructura social del sector, con la finalidad de explicar cuáles fueron las consecuencias para el mapa corporativo empresarial. Segundo, la dimensión política desde la cual el poder económico se refuerza y se hace efectivo. Aquí nos focalizamos en la acción corporativa conjunta, particularmente en las instancias de conflicto político que emprenden las organizaciones empresariales bajo estudio. El análisis de esta dimensión nos insta a preguntarnos ¿Cuándo y por qué las entidades empresariales ponen en funcionamiento sus mecanismos institucionales? ¿por qué en determinados momentos la acción corporativa empresarial parece tener menor gravitación y en otros se vuelve la estrategia privilegiada de intervención por parte del empresariado agropecuario? Nuestra hipótesis es que la acción corporativa tiene un rol fundamental cuando existe el riesgo real o latente de que el sujeto agrario hegemónico pierda su posición en el bloque en el poder. En este caso a) la dimensión corporativa se vuelve el marco privilegiado de intervención; b) laacción corporativa y, especialmente, el conflicto político se instala como estrategia prioritaria y c) se pone en marcha una lógica de unidad liderada por la fracción desplazada, con el objetivo de maximizar la capacidad de influencia hacia el Estado. Dada la multidimensionalidad del análisis planteado, proponemos una perspectiva metodológica basada en la Sociología Histórica. La misma admite un análisis centrado en las intersecciones de contextos estructurales y experiencias de grupos y se vuelve especialmente fecunda para el abordaje del cambio social, uno de los ejes centrales de esta investigación. Por su parte, la metodología comparada nos permite construir objetos, temporalidades y categorías únicas que surgen de la indagación conjunta de los casos y suplir una vacancia en los estudios comparados con perspectiva latinoamericana. The objective of the research is to carry out a comparative socio-historical analysis of the corporate action undertaken by the main agricultural business organizations in Argentina and Paraguay during the period 1989-2008. The study reconstructs and analyzes two dimensions of corporate action. First, the structural dimension from which the emergence of agribusiness as a productive paradigm and of a new rurality as a scenario of social interaction is investigated. In this context, we focus on theemergence of a new hegemonic agrarian subject and a novel social structure of the sector, in order to explain the consequences were for the corporate business map. Secondly, the political dimension from which economic power is reinforced and becomes effective. We focus on joint corporate action, particularly in instances of political conflict undertaken by the business organizations under study. The analysis of this dimension prompts us to ask ourselves: When and why do business entities put their institutional mechanisms into operation? Why in certain moments corporate business action seems to have less gravitation and in others it becomes the privileged strategy of intervention by the agricultural business community? Our hypothesis is that corporate action plays a fundamental role when there is a real or latent risk that the hegemonic agrarian subject will lose its position in the power bloc. In this case a) the corporate dimension becomes the privileged framework for intervention; b) corporate action and, especially, political conflict is installed as a priority strategy and c) a logic of unity is set in motion, led by the displaced fraction, with the aim of maximizing the ability of influence towards the State. Given the multidimensionality of the proposed analysis, we present a methodological perspective based on Historical Sociology. It admits an analysis focused on the intersections of structural contexts and group experiences and becomes especially fruitful for the approach to social change, one of the central axes of this research. For its part, the comparative methodology allows us to construct unique objects, temporalities and categories that arise from the joint investigation of the cases and fill a vacancy in the compared studies with a Latin American perspective. Alfredo Stroessner para dotar de legalidad a sus prácticas represivas durante 35 años (1954- 1989) en el marco de la Constitución Nacional de 1967. Sin embargo, el fin del régimen stronista (1989) y el inicio de la transición requería la modificación del ordenamiento jurídico y político heredado, con el fin de equilibrar los poderes del Estado y ejercer un control mayor sobre el Poder Ejecutivo. La presente tesis procura realizar un aporte desde la perspectiva de la sociología histórica a los efectos de problematizar el estado de excepción en el marco de procesos históricos determinados y aplicado contra sujetos sociales específicos con el fin de advertir los límites que supuso esta figura jurídica para la democracia en Paraguay. The state of exception in Paraguay was introduced after the reform of the 1992 National Constitution to replace the state of siege, a figure to which General Alfredo Stroessner hadappealed to make his repressive practices legal during 35 years (1954 -1989), within the framework of the 1967 National Constitution. However, the ending of the Stroessner`s regime (1989) and the beginning of the transition required the modification of the inherited legal and political order to balance the State powers and exercise greater control over the Executive branch. This thesis seeks to make a contribution from the perspective of historical sociology in order to problematize the state of exception within the framework of historical processes, which was applied against specific social subjects, in order to notice the limits that this legal figure implied for democracy in Paraguay. The objective will be to analyze the social and historical conditions that led to the incorporation of the state of exception into the 1992 National Constitution and its application in specific historical moments (under the government of Luis González Macchi in 2000 and 2002 and Fernando Lugo in 2010 and 2011); as well as problematizing the social and political effects it had on the democratic order from its constitutional sanction (1992) to the political trial and coup against Fernando Lugo (2012). Some questions structure our analysis: what political objectives did the state of emergency promote? What were the social and political effects caused, and what were the results? Was it a measure to safeguard and contribute to the preservation of the democratic order or to alter it? The hypothesis of our research holds that the 1992 National Constitution, as an expression of the new democratic pact, inaugurated a necessary legal framework to give legitimacy to the recently established transition process, while the incorporation of the state of emergency was an attempt to balance the powers of the state and exercise greater control over the prerogatives and arbitrariness of the Executive. However, its application exposed the discretion of the State powers that ended up conditioning the transition process and the democratic order in Paraguay.
