Hacia los años ‘80 y ‘90 en América Latina se consolida la aparición de los think tanks como nuevos actores políticos, que colaboran en la construcción e instalación de visiones del mundo en torno a la adopción de nuevas formas de orden asociadas al ideario neoliberal. Su participación en los debates públicos se nutre de los expertos que colaboran en la producción de sus ideas, la apropiación y adaptación de saberes que incorporan a las realidades locales y su pertenencia a redes transnacionales posibilita su circulación y les brinda legitimidad. La tesis discute la reforma neoliberal en Colombia a partir de la articulación específica entre think tanks, expertos y redes, como muestra de una nueva relación entre política y conocimiento, que es también parte de la transformación del orden en este determinado clima de época. El recorte temporal, 1986-1998, abarca tres períodos de gobierno del Partido Liberal en los que se evidencia el fin del modelo basado en el mercado interno y la sustitución de importaciones y la construcción del orden neoliberal como política de Estado, marco en el que aparece el Instituto de Ciencia Política como un proyecto político-intelectual. Considerando lo planteado, los interrogantes que motorizan la tesis giran en torno a ¿cómo se articulan el poder y el saber en el Instituto de Ciencia Política? ¿Cuáles son las ideas producidas por este think tank que colaboraron en la construcción de un clima de época neoliberal? ¿Cuáles son las herramientas de legitimación de las posturas del Instituto y sus expertos? ¿Qué trayectorias presentan los expertos del ICP? ¿Cómo se expresó el dispositivo think tank-redes-expertos en la experiencia del Instituto de Ciencia Política? Sostenemos como hipótesis de investigación que, a partir de la producción y circulación de sus visiones sobre el neoliberalismo, el Instituto de Ciencia Política (1986-1998) se erigió como un actor político e intelectual que buscó consolidar las ideas relativas al Estado como una forma de organización empresarial, en una coyuntura signada por la implementación de reformas estructurales. Para ello: 1. convocó a un grupo de intelectuales que por sus credenciales y su presencia en círculos de acción académicos, políticos y mediáticos eran expertos exponentes del neoliberalismo latinoamericano; y 2. se valió de su pertenencia a redes transnacionales de think tanks y de la publicación de la Revista Ciencia Política como mecanismos para la producción y circulación de las ideas. De esta forma, expertos, redes e ideas fueron los instrumentos que posibilitaron, desde una aparente neutralidad partidaria, legitimar sus visiones tendientes a la consolidación del neoliberalismo como proyecto de orden político y social en los debates públicos entre 1986 y 1998. Towards the '80s and '90s in Latin America, the emergence of think tanks as new political actors was consolidated, collaborating in the construction and installation of worldviews around the adoption of new forms of order associated with neoliberal ideology. Their participation in public debates is nourished by experts who collaborate in the production of their ideas, the appropriation and adaptation of knowledge that they incorporate into local realities and their belonging to transnational networks enables their circulation and gives them legitimacy. The thesis discusses the neoliberal reform in Colombia based on the specific articulation between think tanks, experts, and networks, as a sign of a new relationship between politics and knowledge, which is also part of the transformation of order in this certain climate of the time. The temporary cut, 1986-1998, covers three periods of government of the Liberal Party in which the end of the model based on the internal market and the substitution of imports and the construction of the neoliberal order as State policy is evident, a framework in which the Institute of Political Science appears as a political-intellectual project. Considering what has been raised, the questions that drive the thesis revolve around how power and knowledge are articulated in the Institute of Political Science? What are the ideas produced by this think tank that collaborated in the construction of a neoliberal era climate? What are the tools for legitimizing the positions of the Institute and its experts? What are the trajectories presented by the IPS experts? How did the think tank-network-experts device express itself in the experience of the Institute of Political Science? We maintain as a research hypothesis that, based on the production and circulation of its visions on neoliberalism, the Institute of Political Science (1986-1998) emerged as a political and intellectual actor that sought to consolidate ideas regarding the State as a form of business organization, at a juncture marked by the implementation of structural reforms. To this end: 1. he convened a group of intellectuals who, due to their credentials and their presence in academic, political and media circles of action, were expert exponents of Latin American neoliberalism; and 2. he used his membership in transnational networks of think tanks and the publication of the Revista Ciencia Política as mechanisms for the production and circulation of ideas.
