Estos problemas fueron construidos en interacción entre científicos y otros actores sociales, en un proceso donde la ciencia no solo aportó soluciones, sino que también definió qué debía considerarse problemático y cómo abordarlo. Los estudios en ciencia y tecnología (STS) señalan que los científicos no actúan sobre problemas “dados”, sino que participan en su constitución, movilizando recursos institucionales, discursivos y tecnológicos para instalar su perspectiva en las agendas públicas. La tesis indaga cómo los científicos contribuyeron a construir los problemas sociales ligados a la pesca, qué actores participaron, cómo se articularon intereses y qué rol tuvieron las propuestas científicas en las intervenciones estatales. Los resultados muestran que las formas de pensar el mar argentino cambiaron conforme cambiaron las preguntas científicas: solo cuando los investigadores, junto con otros actores, instalaron la idea de su riqueza biológica, el mar pasó a concebirse como fuente de recursos económicos comparable a la Pampa Húmeda. At the beginning of the 20th century, officers of the National Navy and researchers from the Public Museum of Buenos Aires began to worry about identifying the fishing resources of the Nation: what kind of marine life did Argentina have? In the 1940s, and within the framework of the creation of public research organizations, another problem arose: how could the National State contribute to the development of a national fishing industry? Other problems are more recent: how to manage marine fisheries in order to make it sustainable? Is sea biodiversity at risk?
