Buenos Aires, Argentina Temporal Coverage Temporal characteristics of the resource. 1987-2012 Description An account of the resource Esta tesis recompone la historia social de la televisión alternativa, popular o comunitaria en la Ciudad Autónoma de Buenos Aires y el Gran Buenos Aires desde una perspectiva anclada en el campo de la comunicación alternativa y popular. Se indaga en sus orígenes durante la década de los 80, el desarrollo del fenómeno y su evolución hasta nuestros días. El trabajo se organiza a partir de dos secuencias temporales: la primera va de 1987 a 1999, la segunda desde año 2000 a la actualidad. Esta periodización, que llamamos “etapa analógica” y “etapa de convergencia”, respectivamente, se explica por las importantes transformaciones en los escenarios tecnológico (televisión de aire, masificación del cable, digitalización y nuevas tecnologías) y normativo (ley 22.285, ley 26.522), que condicionan diferencialmente las experiencias comunitarias. Sobre estas temporalidades se cruzan problematizaciones específicas acerca de algunas dimensiones del análisis televisivo, centrado en producción y en relación indisociable con su contexto: la articulación entre el medio y la comunidad; las contradicciones inherentes a toda práctica social; los aspectos que hacen al proyecto, tipo de propiedad y gestión del medio en el marco de sus objetivos de intervención transformadora sobre la realidad y, finalmente, aquellos aspectos vinculados con la estructura de programación, los hábitos productivos y el ejercicio del periodismo de contrainformación. La pretensión no es alcanzar definiciones clasificatorias, pero sí proyectar algunos consensos generales propios de una tradición latinoamericana de la alternatividad, que merecen ser tenidos en cuenta a la hora de poner en debate la relación entre medios comunitarios y ley de Servicios de Comunicación Audiovisual. This thesis reconstructs the social history of alternative television, popular or community in the Autonomous City of Buenos Aires and Greater Buenos Aires from a perspective rooted in the field of popular and alternative communication. It explores its origins during the 80s, the development of the phenomenon and its evolution to the present day. The paper is organized from two time sequences: the first is from 1987-1999, the second from 2000 to the present. This periodization, which we call "analog stage" and "convergence stage", respectively, is explained by the significant changes in the technological scenarios (air television, cable mass, digitization and new technologies) and policy (law 22.285, law 26.522), which determine differentially community experiences. On these specific problematizations temporalities intersect on some television analysis dimensions, focusing on production and inseparable relationship with its context: the link between the environment and the community, the contradictions inherent in any social practice the aspects that make the project, type of property and environmental management in the context of transformative intervention goals on reality and finally those aspects related to the structure of programming and productive habits of counter journalism. The aim is not to achieve qualifying definitions, but general consensus project some characteristic of a Latin American tradition alternativity that deserve to be taken into account when put in discussion the relationship between community media and law Audiovisual Communication Services.
