Al mismo tiempo, esas discusiones se produjeron en un contexto global signado por el predominio del paradigma neoliberal. Por lo tanto, en América Latina la centralidad estatal fue puesta permanentemente en jaque por la irradiación del horizonte ideológico neoliberal que Michel Foucault en su libro El nacimiento de la biopolítica denominó la fobia al Estado. Este libro indaga las discusiones teórico-políticas acerca de la relación entre Estado, dependencia y desarrollo en América Latina. Para ello, acude a dos contextos diferentes en los cuales tuvieron lugar esos debates: los años sesenta y setenta (marcados por las producciones desarrollistas y dependentistas) y los primeros quince años del siglo XXI (atravesados por las controversias acerca del “neodesarrollismo” y el “buen vivir”). A partir del análisis crítico de esas discusiones este trabajo se propone presentar un conjunto de lecciones teórico-políticas sobre los procesos latinoamericanos del siglo XXI. Para ello identificamos en primer lugar las transformaciones del régimen de acumulación global desde los años ’70 y los cambios regulatorios que condicionaron las estrategias de las firmas transnacionales y de los Estados. En segundo lugar caracterizamos la cadena global de valor automotriz y su estructura de gobierno para evaluar las condiciones de escalamiento productivo de los países de la periferia en el marco de las estrategias de acumulación de las firmas líderes del sector. Luego presentamos indicadores de dispersión de la producción mundial de vehículos que nos permiten evaluar los cambios en la geografía mundial industrial y comprender el lugar que ocupa el Mercosur en las estrategias de las montadoras. Posteriormente caracterizamos el régimen de integración regional del sector en el Mercosur para comprender el marco regulatorio y el sistema de incentivos en el que se desenvolvieron las estrategias de regionalización de las firmas. Acto seguido, caracterizamos la cadena regional de valor automotriz y el intercambio bilateral entre Argentina y Brasil, identificando las asimetrías entre ambos países y la dependencia del segmento argentino de la importación de partes y componentes clave. Finalmente, analizamos las tensiones entre las estrategias de acumulación de las cámaras automotrices de la Argentina y el proyecto político de desarrollar una integración regional profunda y realizamos una medición empírica de la integración productiva del segmento argentino en su vinculación con los principales socios comerciales. The general objective of this research is to characterize those factors that conditioned the development of the productive integration of the automotive chain of Mercosur in the recent period. To do so, we first identify the transformations of the global accumulation regime since the 1970s and the regulatory changes that conditioned the strategies of transnational firms and states. Secondly, we characterize the global automotive value chain and its governance structure to evaluate the upgrading conditions of the countries of the periphery in the framework of the accumulation strategies of the leading firms in the sector. Then we present dispersion indicators of world vehicle production that allow us to assess changes in the global industrial geography and understand the place that Mercosur occupies in the assembly companies' strategies. Subsequently, we characterize the regional integration regime of the sector in Mercosur to understand the regulatory framework and the incentive system in which the firms' regionalization strategies are developed. Then, we characterize the regional automotive value chain and the bilateral exchange between Argentina and Brazil, identifying the asymmetries between both countries and the dependence of the Argentine segment on the import of key parts and components. Finally, we analyze the tensions between the accumulation strategies of the automotive chambers of Argentina and the political project of developing a deep regional integration and we make an empirical measurement of the productive integration of the Argentine segment in its link with the main commercial partners. We use the international political economy approach, which allows us to update the discussions on dependency relationships and the conditions of autonomy of regional projects in the framework of the development of global value chains.
