Provincia de Buenos Aires Temporal Coverage Temporal characteristics of the resource. 1990-2015 Description An account of the resource El discurso hegemónico del neoliberalismo globalizado, entre ellos el que promueve el uso de los agroquímicos biocidas, se sustenta en un grado muy significativo en la construcción de legitimidades de los procesos productivos insertos en la lógica tecno-económica que propone y promueve. Esa construcción es lograda en un grado muy importante a partir de las alteraciones, contradicciones, ocultamientos y falacias en los discursos construidos por quienes promueven esos procesos productivos. Los daños a la salud y al ambiente que producen esos agroquímicos biocidas son cada vez más percibidos, puestos de manifiesto y confrontados por los afectados y sus organizaciones, los médicos que las atienden, organizaciones de la sociedad civil, algunos centros académicos, algunas instituciones oficiales y algunos medios periodísticos, que articulan, construyen y se sustentan en un discurso de la ética socioambiental y la sustentabilidad de la vida. Esta confrontación de racionalidades ocurre, se desarrolla y se resuelve favorable o desfavorablemente en el campo de la ecología política, conceptualizada como el estudio de los conflictos de distribución ecológica; de las relaciones de poder y del conflicto político sobre la distribución ecológica y las luchas sociales por la apropiación de la naturaleza. Es el espacio de las controversias sobre las formas de entender las relaciones entre la humanidad y la naturaleza, la historia de la explotación de la naturaleza y la opresión de las culturas, de su subsunción al capitalismo y la racionalidad del sistema-mundo global. En esta tesis busco dar cuenta principalmente de la construcción del discurso que busca validar y legitimar el uso de los plaguicidas desde el punto de vista toxicológico. El sistema hegemónico se sustenta en la imposición de relaciones de subordinación entre, por un lado, las empresas productoras de esas sustancias y del paquete tecnológico conformado también por las semillas transgénicas de cultivos resistentes a esos plaguicidas, los sectores económicos que se benefician con su uso, las instituciones del Estado, académicas y profesionales sin independencia de criterio de esas empresas por un lado; y por el otro los sectores de la sociedad que padecen sus consecuencias sociales y ambientales de las decisiones de los sectores que conforman el grupo hegemónico anterior, que los confrontan, que promueven los sistemas agroecológicos de producción, distribución y consumo. Desde su origen esa subordinación antidemocrática parte de una concepción jerárquica y desigualitaria de la sociedad. Quienes fabrican, comercializan y se benefician con la elaboración y venta de los plaguicidas, participan de la elaboración de los estudios e informes con los que se establecen las clasificaciones toxicológicas de los agroquímicos biocidas, tienen el derecho explícito de realizar y/o contratar a los profesionales que realizarán esos estudios, y también de impedir que se hagan públicos; así como de participar de los grupos que elaboran los proyectos normativos que regulan su uso a nivel nacional y en los territorios locales. Por el otro lado, quienes padecen las consecuencias socioambientales del uso de los agroquímicos biocidas, ya sea en forma directa o por la ingesta con los alimentos que consumen en forma cotidiana, los médicos que los atienden, las organizaciones de la sociedad civil que buscan visibilizar y defender sus derechos, los productores agroecológicos, están impedidos de acceder a los estudios toxicológicos utilizados para su registro, la mayoría de las veces no participan de los grupos donde se elaboran los proyectos de normas ni son consultados. Planteo las hipótesis de que el discurso que justifica el uso de los agroquímicos biocidas está construido de manera sucesiva por un conjunto de personas físicas y jurídicas integrado por los empresarios que se benefician monetariamente con el sistema productivo que requiere de esos productos, por las asociaciones que los nuclean, las organizaciones internacionales que elaboran discursos que privilegian esos beneficios privados por encima de la satisfacción de las necesidades de la población y de la preservación de los sistemas ambientales; y por las instituciones públicas y académicas de alguna manera vinculadas a esos sectores empresarios, a la vez que omite mostrar los riesgos y daños ambientales, sociales y económicos que su uso genera, sobredimensiona los beneficios sociales y privados, y oculta también las alternativas productivas agroecológicas que no generan esos riesgos y daños. Que la construcción de la justificación toxicológica (científica, política y jurídica) del uso de los plaguicidas en ese discurso hegemónico se busca a través de la articulación de informes de expertos, investigaciones, normativas y discursos donde se van alterando, contradiciendo, ocultando y falseando los contenidos que pueden interferir en esa legitimación. Los datos de la tesis son esas alteraciones, ocultamientos, conflictos de interés, contradicciones, inconsistencias y falacias detectados a lo largo de la construcción discursiva. Analizo críticamente esos documentos buscando detectar los principales argumentos que construyen esa justificación en territorios locales de la Provincia de Buenos Aires. Temporalmente, desde principios de la década del 90 hasta 2015. En el desarrollo de la tesis surge también el discurso contra hegemónico del sistema agroalimentario basado en la producción sostenible y solidaria, que articula la agricultura familiar, la vía campesina y las diferentes formas de la agroecología, y la elaboración y comercialización de cercanía y/o en redes solidarias; y su paulatina consolidación como discurso hegemónico alternativo. The globalized neoliberalism’s hegemonic discourse, including the one that promotes the use of biocidal agrochemicals, is sustained to a very significant degree by the construction of legitimacies of the productive processes inserted in the technoeconomic logic that it proposes and promotes. To a very important degree, this construction is achieved through alterations, contradictions, concealments and fallacies in the discourses constructed by those who promote those productive processes. The damage to human health and the environment produced by these agrochemical biocides are increasingly perceived, highlighted, and confronted by those being affected and their organizations, by the doctors who attend them, by civil society organizations, some academic centers, some official institutions and some journalistic media, that articulate, build and stand on a discourse of socioenvironmental ethics and the sustainability of life. This confrontation of rationalities occurs, develops and is resolved favorably or unfavorably in the field of political ecology, conceptualized as the study of conflicts of ecological distribution; of the relations of power and political conflict over the ecological distribution and social struggles for the appropriation of nature. It is the space of controversies about the ways of understanding the relationship between humanity and nature, the history of the exploitation of nature and the oppression of cultures, of their subsumption to capitalism and the rationality of the global worldsystem. In this dissertation I seek to account mainly for the construction of the discourse that seeks to validate and legitimize the use of pesticides from the toxicological point of view. The hegemonic system is based on the imposition of relations of subordination between, on the one hand, the companies producing these substances and the technological package also made up of the transgenic seeds of crops resistant to these pesticides, the economic sectors that benefit from their use, State institutions, academic and professional institutions without independent criteria; and on the other, the sectors of society that suffer from the social and environmental consequences of the decisions made by sectors that belong to the previous hegemonic group, which confront them, and that promote the agroecological production, distribution and consumption systems. Since its origin, this undemocratic subordination starts from a hierarchical and inequitable conception of society. Those who manufacture, market and benefit from the preparation and sale of pesticides, participate in the preparation of the studies and reports with which the toxicological classifications of biocide agrochemicals are established, have the explicit right to carry out and/or contract the professionals who will carry out these studies, and also to prevent them from being made public, as well as to participate in the groups that elaborate the normative projects that regulate their use both at the national level and in the local territories. On the other hand, those who suffer from the socio-environmental consequences of the use of biocide agrochemicals, either directly or by ingesting them with the food they consume on a daily basis, the doctors who attend them, the civil society organizations that seek to make visible and defend their rights, and agroecological producers, are prevented from accessing the toxicological studies used for the products’ registration and, most of the time, they do not participate in the groups where the regulations are elaborated or consulted. I propose the hypothesis that the discourse that justifies the use of biocidal agrochemicals is built successively by a group of natural and legal persons constituted by entrepreneurs who benefit monetarily from the productive system that requires these products, by the associations that group them, by the international organizations that elaborate discourses that privilege those private benefits over the satisfaction of the needs of the population and the preservation of environmental systems, and by public and academic institutions in some way linked to these business sectors, and it neglects to show the environmental, social and economic risks and damages that their use generates, oversizing social and private benefits, and it conceals as well the agro-ecological productive alternatives that do not generate those risks and damages. That the construction of the toxicological justification (scientific, political and legal) of the use of pesticides in this hegemonic discourse is sought through the articulation of expert reports, investigations, regulations and discourses in which the contents that can interfere in that legitimation are being altered, contradicted, concealed and/or falsified. The data of the dissertation are the alterations, concealments, conflicts of interest, contradictions, inconsistencies and fallacies detected throughout the critical analysis of the discursive construction. I critically analyze these documents seeking to detect these data in the main arguments used to build this justification in local territories of the Province of Buenos Aires. Temporarily, from the beginning of the 90s until 2015. The anti-hegemonic discourse of the food production system based on sustainable and solidary production, which articulates family farming, “la Via Campesina”, and the different forms of agroecology, as well as the elaboration and marketing of proximity and/or in solidarity networks, and its gradual consolidation as an alternative hegemonic discourse, also arises in the development of this dissertation.
