Con ello, se abren escenarios novedosos sobre las perspectivas de desarrollar nuevos vínculos entre (y con más) Estados, lo que habilita espacios de intercambios multidimensionales con una lógica que se orienta a trascender riesgos y, establecer las bases de una política exterior basada en el multilateralismo donde haya ganancia mutua de las partes involucradas, desde y con China como denominador común dentro de un plan estratégico como el One Belt, One Road. El intercambio multidimensional busca generar espacios de vinculación directa entre geografías distantes. En este trabajo, se destacan algunos elementos que definen a ese proyecto y la elaboración de instancias de conexiones que lo vinculan con Europa, donde se buscan sentar bases que operan sobre la reducción de riesgos y doten de oportunidades a los Estados involucrados en la planificación de la nueva Franja y Ruta de la Seda en el siglo XXI.
