Abstract
Currently, public library in Colombia is submitted as owner of an administrative support that enables their coordinated actions in a large part of national territory. Around it, there is the perception of public library as an institution that promotes development of individuals and communities, by allowing access to information, reading and a varied range of cultural expressions, strengthening the citizen's exercise. This situation is reached gradually as a result of a favorable institutional context, where the presence of a series of positive ideas about public library, mobilized actors and institutions of varied types, makes possible the planning and implementation of a public policy.
In this research, this policy is analyzed from an approach based on historical institutionalism, using the proposal that ideas, interests and institutions as dimensions that structure public policies, can be used to understand the way in which specific policies are constructed.
