Abstract
The central objective of the thesis is to analyze the first two administrations of the Frente Amplio (2005-2010 and 2010-2015) as "late social democratic governments" (Lanzaro, 2009, 2011, 2014), based on the analysis of the labor policy implemented in that decade. For this purpose, within this conceptual category we prioritize the analysis of the relations between the ruling left party and the trade unionism represented by the PIT-CNT labor center. The characterization of this link will be carried out through the analysis of its historical relations, product of its almost simultaneous origins; the actuality of this relationship with the rise of the Frente Amplio to the government and also through the study of the main results achieved in the labor field during this period.
The next fundamental objective of the research is to characterize the strategies adopted by the two governments in the area of labor policy. The first type of political strategies is defined as "restoration with changes", while the second is called "innovation". The first type of strategy refers to: a) the creation or recovery of an institution in the public sector; b) significant changes that were introduced in the role of the State based on those changes that this institution brings and c) the new institution created or recovered maintains similar characteristics in its mission, objectives and institutional design in relation to a previous institution that intervened in that same area of public policy. The most relevant evidence of "restoration with changes" by the government was the recovery of the Salary Councils in the first Frente Amplio period. The second type is the strategy of "innovation" of policies. The innovative aspect is given by: a) its institutional design; b) the role that is granted to the State and c) legislate on a right or claim that was previously not recognized and / or for the design of a policy under that same premise. The Frente Amplio‟s political project had its most transformative aspect in the approval of numerous regulations, as was the case with employment policies, freedom and union licensing laws, the regulation of the contracting system through outsourcing, the expansion of insurance unemployment for those citizens over fifty, among many other regulations. We chose as an example of "innovation" the CePE program of DINAE and which INEFOP later added to its management.
