Abstract
In the culture of mass society, the media are an important part of public space itself, while complex institutions which pass for speeches, polyphony, which also senses and cultural identities are configured. Given that capitalist development is characterized by commodifying the various social activities, industrialization of communication particularly deals here from a critical view of the political economy of information and communication, in direct relation to the tradition of studies of communication policies and regulatory frameworks of the various sectors of the cultural industries.
The phenomena analyzed communication processes involving comprehensive and critical perspectives realize the ways in which they articulate culture, communication, economics and politics, in a relationship that seeks to expand interdisciplinary vision, develop comparative studies on different sectors during the same time period and provide insights into complex tours. In raising the issue and approaches of this research supports the belief that the guidelines cultural, political and economic are directly involved. And think them together to distinguish elements that become systematic in the process of building a society.
This thesis part of the need to understand how the state manages and regulates the media system, as well as their interaction with the market. The intention of this thesis is to provide insight into the mechanisms of implementation of public policies with different features in important sectors of culture and communication Argentina. The comparative analysis of these cases will account for actions with divergent characteristics applied in two areas of visual space in the framework of a single state model. The topic under discussion is the public policy of communication. Comparative approach involves state intervention in the Cable Television and Film in Argentina between 1989 and 2007. And the route is proposed to account for the way in which each sector operates and the causes and consequences of the policies in its structure.
It tries to investigate public policy communications, including as an articulated set of rules and regulations and implementation of plans, programs and projects, in Argentina for a period which is divided into two stages: what will be defined as the long decade neoliberal (1989-2001) and the first period of the post-devaluation (2002 2007) in the Cable Television and Film. Changes are contemplated from communication policies as well as changes in the structure and dynamics of the market in each case, and how this impacts on some of the instances of symbolic exchanges.
From understanding the guidelines of state management model implemented in the country as part of the neoliberal project, a process of moving from a production model (based on the benefit of rent and salary) income to capitalism, with recovery development of financial capital and speculator (held by high external indebtedness and in subordination to the global financial entities) that has consequences such as concentration and foreign ownership of property, it will be important to account for the way that development transformed the relationship between the state, the media system and communications democracy. Then, we systematize the features of the management measures implemented in the state and in the macro-economy to exit the crisis erupted in December 2001, that while neglecting involve several elements that make up the neoliberal project, not can agree upon to set a new model, so that the stage will be defined as the post-devaluation.
How to manage culture and communication is crucial to the conditions, characteristics and qualities of the relationship of the whole society and the state. The significance of the work lies in the realization that the issue has not been exhaustively worked in comparative terms, according to what shows the overview of the state of art. It's a pending investigation for thinking the relationship between public policy, communication and culture from the perspective of political economy of communication.
