La irrupci贸n de la discapacidad : recursos de bienestar, estrategias y percepciones en torno a la organizaci贸n del cuidado en la Ciudad de Buenos Aires

Esta tesis aborda el cuidado vinculado a la discapacidad. El objetivo de la investigaci贸n es analizar estrategias y percepciones respecto a la organizaci贸n del cuidado en familias de sectores medios y bajos de la Ciudad de Buenos Aires, en las que irrumpe la discapacidad en alguno de sus miembros adultos. Para ello, en primer lugar se identifican y caracterizan los recursos de bienestar existentes en la esfera del Estado, del mercado y de las organizaciones de la sociedad civil vinculados al cuidado de poblaci贸n con discapacidad. En segundo lugar, se exploran las estrategias que desarrollan las familias para el cuidado de sus miembros adultos con discapacidad. En tercer lugar, se indagan las percepciones de las personas con discapacidad y de sus cuidadores en relaci贸n con la irrupci贸n de la discapacidad y la organizaci贸n del cuidado.

La estrategia metodol贸gica es el resultado de una triangulaci贸n de m茅todos que combin贸 un an谩lisis de los recursos de bienestar, mediante el examen de normativa y documentos institucionales, y la exploraci贸n de estrategias y percepciones vinculadas al cuidado y la discapacidad, mediante entrevistas semi-estructuradas a personas con discapacidad y familiares de 茅stas.

La investigaci贸n dio cuenta de que la estructura de recursos de bienestar vinculada al cuidado de personas con discapacidad en la Ciudad de Buenos Aires presenta una elevada fragmentaci贸n, que se traduce en itinerarios diferenciales seg煤n la posici贸n social, y no permite desfamiliarizar las responsabilidades de cuidado. En este marco, el cuidado de las personas con discapacidad es mayormente asumido por las familias, y en su interior, por las mujeres, exhibiendo esta actividad una complejidad espec铆fica y produciendo diversos sentimientos e impactos en las personas involucradas. En concordancia con esta forma de distribuci贸n, la mayor铆a de los entrevistados sostiene la asignaci贸n del cuidado al 谩mbito familiar, como as铆 tambi茅n responsabilidades y tareas diferenciales en funci贸n del g茅nero y del grado de parentesco. Respecto de la irrupci贸n de la discapacidad se reconocen consecuencias econ贸micas, identitarias y en t茅rminos de la circulaci贸n social, compartiendo las personas con discapacidad y sus cuidadores la opresi贸n de la cual esta condici贸n es objeto. En suma, la articulaci贸n entre estructura de bienestar, estrategias y percepciones cierra un c铆rculo que destina a las familias, y en su interior, a las mujeres, a asumir la responsabilidad por el cuidado de las personas con discapacidad, reproduciendo las desigualdades sociales y de g茅nero existentes.

Abstract

This thesis addresses disability-related care. The objective of this research is to analyze strategies and perceptions in regards to the organization of care in families from the middle and lower classes in the city of Buenos Aires in which an adult member suffers from a disability. First, the existing welfare resources in the realms of the State, market, and civil society organizations related to the care of the population with disabilities are identified and classified. Second, the strategies developed by families for the care of their adult members with disabilities are explored. Third, the perceptions of persons with disabilities and their caretakers in regards to the invasion of the disability and the organization of care are studied.

The methodological strategy employed is the result of a triangulation of methods combining an analysis of welfare resources, through the examination of institutional documents and norms, and the exploration of strategies and perceptions related to care and disability, through the use of semi-structured interviews of persons with disabilities and their relatives.

The investigation revealed that the structure of welfare resources related to the care of persons with disabilities in the city of Buenos Aires presents an elevated fragmentation which translates into differential itineraries according to social status and does not allow for the defamiliarization of the responsibilities of care. In this context, the care of persons with disabilities is mainly assumed by families, and within them, by women, exhibiting a particular complexity while producing diverse feelings and effects among the people involved. In concordance with this form of distribution, the majority of interviewees maintain the assignment of care to the family sphere, as well as the differentiation of responsibilities and chores according to gender and degree of kinship. With respect to the presence of disability, there are consequences related to finance, identity, and, in terms of social circulation; persons with disabilities and their caretakers share the social oppression related to this condition. In summary, the articulation between welfare structure, strategies, and perceptions closes a circle that destines families, and within them, women, to assume the responsibility for the care of persons with disabilities, reproducing existing social and gender inequalities.
