Abstract
In recent years the notion of social inclusion has been one of the main points in the debate on social problems in Argentina with a particular emphasis on young people from popular sectors. Consequently, this approach has become crucial in academic, political and cultural discussions not only because of concerns about the situation of social vulnerability that these young people present, but also because they are constantly being identified as dangerous subjects and are linked to the “issue of insecurity". The objective of this work is to reconstruct the conceptual, theoretical and historical premises that structure the issue of the social inclusion of young people from popular sectors in Argentina between 2009 and 2015. In order to show the underlying historical processes in the conceptualizations about social inclusion, the most relevant transformations, interventions, and political-cultural debates in the fields of social and criminal policy are presented in a socio-historical and conceptual context as well as from a procedural perspective taking into account the discussions and relationships between the issue of work, assistance, social protection and security.
This monograph constitutes the first stage of a broader investigation that aims to analyze the ways of problematizing the social inclusion of young people from popular sectors in debates and interventions all across the fields of social and criminal policy in Argentina between 2009 and 2018. This paper offers some observations and a preliminary analysis of the progress in the field work conducted under a larger framework of extensive research in 2016 and 2017.This field work consisted in the compilation of various documents regarding different social State interventions aimed at young people from popular sectors as well as in-depth interviews with officials and operators from different areas relevant to these social policies.
