Abstract
This research studies public communications policies facing the process of technological convergence between the audiovisual, telecommunications and Internet sectors, through the cases of Argentina, Brazil and Mexico, in the period 2000-2017. The emphasis is placed on the interaction between political and economic players in the definition of regulatory frameworks that enable telecommunications companies to provide audiovisual services and how the regulatory arrangement affects the conformation of the communication system.
The selection of the cases was based on the fact that they are emblematic because of their political, economic, cultural and sectoral relevance in the region and because the three countries can be approached as a "case study" as well as comparatively.
The theoretical-methodological approach is based on the studies of the political economy of communication that analyze the intervention of the State in the formation of media markets and the social and technological transformations of the last quarter of the 20th century and the beginning of the 21st century. The research also use methodological tools from public administration and public policies in general and, in particular, of public policies in communication in the convergence scenario.
