Abstract
“Gender- based violence against women” entails fundamental social, political and economic dimensions as a structural root, through which the subordinate women´s position with respect to men and their stereotyped roles are reproduced.
Violence constitutes an obstacle to achieving equality, and to the exercise by women of their human rights and freedoms (Convention of the Elimination of All Forms of Discrimination against Women, 2017).
One of the necessary tools at the public policy level to attend emergency situations regarding gender-based violence are the Integral Protection Homes (IPH) for women in violence situation.
For this reason, it is important to highlight that this work purpose is to explore in comparative terms two municipal transitory placing devices that provide protection to women in violence situations at high risk.
(Integral Protection Home shelters) in Buenos Aires suburban in 2016-2019 period, based on the evaluations of the workers themselves (professionals, operators, companions and authorities), in relation to the potential and limitations of the mentioned devices to support in the best of cases the exit from violence situations of women temporary placed there.
The IPH are institutions that usually provide temporary placing in high psychological and risk violence situations, they are used as a last resource within the framework of a broader protection system, at different levels of actions that make up public policies. However more specific studies are required to evaluate the implementation and scope of these devices, being a fundamental tool within the battery of public policies on gender.
In Buenos Aires province case, there is a great variety of this type of institutions with different perspective and working mechanisms. Some institutions depend on state and others on civil society.
The follow up Mechanism of the Belem do Pará Convention (2012) points out the importance of the dissemination of these devices.
Howe ever in Argentina part of IPH offer its location is secret and its Access is exclusively by judicial derivation as a prerequisite for entry.
There are IPH with characteristics tending to rather closed systems, and others more tending to open systems, so the responses and mechanisms are different depending on the institution, in addition to the existence of differential access modes and channels. On the one hand, the closed IPH are high security devices, where the housed women can only go out for specific reasons accompanied by institution personal, so there is a total isolation for those women and their family group (Tallarico and Di Marco, 2020). While the IPH are open, they have public visibility that support the dissemination of the problem and the involvement of the community (National Plan of Action Fort The Prevention, Assistance and extermination of Violence Against Women, 2017-2019, Former national Council of Women).
This current research is an exploratory type and it proposes a methodological strategy of quantitative type through the performance of 16 in-depth interviews with workers, professionals, operators, companions and authorities) of the public IPH devices dependent on the local and former executive power, government official departments on gender and gender-based violence against women at the national and provincial category.
Thus in result of these studies we will work in four analysis dimensions, A) Articulation’s forms of Integral Protection Homes within the framework of the local, provincial, and national policies, B) Strategies for addressing gender-based violence against women in the framework of Comprehensive Protection Homes, C) Objectives, protocols and procedures of Municipal comprehensive Protection Homes, D) Care strategies for those who care: working conditions.
From these four aforementioned dimensions, the comparative analysis of two Integral protection Homes, belonging to two municipalities of the suburban Buenos Aires will become with the purpose of comparative studying their operation, making the fulfilment of their objectives and their real scope, tools practices and operation from the team´s work vision to investigate whether or not the selected IPH promotes economic autonomy, work inclusion, the women´s strengthening placed there, and the construction of a project life free of violence.
Based on this study, it´s intended to have well founded information that allows somehow to generate inputs for the design and implementation of public policies on gender themes, which entail as a mission the transformation of a sociocultural change, promoting equality, equity, and participation, such as well as the planning and execution of actions to promote women´s rights and violence prevention.
Ultimately, national and provincial policies are required that in a well-founded manner frame and supporting local policies through inter-jurisdictional work, focusing on women who have experienced situations of gender-based violence and who require placement in an IPH ( Integral Protection Homes).
