Abstract
This thesis seeks to analyze the evolution of state policies for Argentine public enterprises during the period 2003-2019. In this framework, the focus of reflection is located on the transformations of the public business sector based on the consideration of the effects of state action.
So, it is analyzed how and in what sense the changes and continuities of state policies for public companies dependent on the national state during the years 2003 to 2019 influenced the transformations of the business public sector. Likewise, it is intended to identify certain medium-long-term trends to register these changes in a broader perspective.
The analysis scheme developed to address these objectives is based on differentiating two large dimensions of the business public sector on which state policies can influence: the role they play and the management modalities of public companies. For each of these dimensions, different subdimensions and components are considered, which, in turn, link and influence each other in different ways.
On this basis, a diachronic comparative analysis is developed between two periods to identify the changes and continuities of state policies and their impact on the transformations of the public business sector in each of them. The first moment considered (2003-2015) includes the expansion of the business public sector and the reinforcement of its public mission, coinciding with a certain inertia regarding the forms of management. In relation to the second moment (2016-2019), the implementation of a series of measures for the sector is noted that, without facing substantial alterations in state business ownership, decisively led to the modification of its management and In short, the role of public enterprises.
In addition to the analysis of the entire public business sector based on the two periods indicated, three cases of specific public enterprises are also considered: Aerolíneas Argentinas, ARSAT and Fabricaciones Militares. It is considered that the combination of the general approach and the particular focus in these three cases will allow to deepen the study and analysis of certain relevant aspects that show and detail the transformations of each period.
Throughout the thesis, we rely on a methodological triangulation scheme that involved the collection and analysis of quantitative and qualitative data, from primary and secondary sources, in order to look for regularities that help to identify explanatory keys about changes in public companies.
