Abstract

In this paper I intend to make a first theoretical-analytical approach to the research problem that I will develop in my Master's Thesis: the configuration of family child care strategies in the agricultural field and its potential links with the presence of child labor in the area. In order to make an approach to the questions that will guide the future research, the main theoretical and conceptual debates are developed here around the thematic areas that converge on the research problem: agricultural work, child labor and care. Also, some conceptualizations about the notion of State, public policies and social policy agenda are resumed.

In a preliminary way, the analysis of a social child care policy for the agricultural sector (CUIDAR Program) implemented between 2014 and 2015 by RENATEA, the executing body of the Agrarian Labor Law (26,727) sanctioned in 2011 is also presented. CUIDAR Program is part of the context of a socio-historical process that, in the period 2003-2015, established new forms of State intervention in the social issue and, in particular, in addressing the problems of the agricultural field. Originally conceived as a policy for the prevention of child labor, it was able to contemplate, in its design, the different dimensions involved in the delimitation of a problem in whose origin multiple inequalities converge.
