Abstract

In the culture of the society of masses, the mass media are an important part of the public space itself, in as much complex institutions by which speeches journey, polyphonies, felt and where in addition the cultural identities are configuring. Since the capitalist development is characterized to commercialize the different social activities, the industrialization of the communication in individual studies here from a critical vision of the policy economy of the information and the communication, since the high-priority preoccupation of the present work will be to analyze the way in which the structural transformations generated new elements in the superstructure to be able to think how the changes consolidated a new pattern of operation.

From defining the neoliberal project like a process that suppose to happen of a productive model (based on the benefit of the rent and the wage) to a rent Capitalism, with valuation of the financial capital and development especulative (maintained in a strong external indebtedness and in the subordination to the global financial beings) that brings consequences such as the concentration and the property for the foreign capital , the excellent thing will be to give account of the way into which that development transformed the relation between the State, the system of means and the democracy of the communications.

The investigation starts off to recognize that this model generated structural transformations in the Argentine society, its way to administer to the State and the social relations, and that the policies taken ahead for such aim were simultaneously cause and effect of the project. It is focused in a sector of the communication (like system) because one settles down that its structure -along with other sectors and branches- the democratic conditions of the society. The way to administer to the culture and the communication is determining of the conditions, characteristics and qualities of the relation of the society as a whole and with the State, as well as the results that consolidate give form to the way to generate the conditions of a democratic society.

The propose research looks for to contribute elements to know about the process application neoliberal policies in Argentina from the years `90 and their consequences (focused in the Television by Cable) to try to establish if this debilitates (and to what extent) the democracy of the communications. The specific and particular way in which the private capital in this sector takes part works in relation to the policies of State and the consequence of that nexus. The analysis contemplates the changes produced in the regulation, in the terms of growth of the concentration of the property, their consequent internationalization and how it repels in driving of the State, the construction and accomplishment of public policies and in the distribution of the symbolic interchanges. The concentration and the internationalization of the markets take to the constitution of dominant communications groups and can prevent the expression of voices critics.

The work tries to be original by the focalization of the analyzed object (whose elements and particularities allow to understand it like key to perceive results of the neoliberalismo, since its stage of expansion agrees with the historical moment of the implementation of this type of policies) and because raise elements to think about political definition-variables (democracy, participation, distribution of communicational merchandise). The boarding is relevant also from the route by the state-of-the-art, which it is come off that the subject has not been worked of exhaustive way up to here, and allows to be presented/displayed like a pending matter. The central idea is to give account of the process by which in the long neoliberal decade (that begins in 1989 with the assumption of the government of Carlos Menem and closes in December of 2001, with the outbreak of the economic, political and social crisis) it attended a deep transformation of the structure of the mass media markets and telecommunication in Argentina. The question guides to respond will be which is the development way and which are the results of the process of application of the neoliberal model and their influence in the economy, the policy and the culture in general, with the center in the system of distribution of Television by Cable, to distinguish if this implied a transformation in the structure of property of the sector that affected the democracy of the communications.
