Abstract

This thesis addresses the degree of governance of the local Governments of the 2nd electoral section of the province. by BS. AS.

The structural reforms of the 90s in Argentina became new functions for local Governments under the idea of decentralization, but these new functions were not accompanied by a larger budget to face them. Because of these difficulties, local Governments began to use the governance approach, so that by articulating with citizens, private sector actors, interest groups and other levels of government; and by generating networks with private sector actors, interest groups and other levels of government, they can effectively and efficiently fulfill these new functions, in addition to meeting the demands made by citizens, for having become central actors in local development. To measure the degree of governance in the local Governments the characteristics and qualities of the municipalities will be addressed; and the structural reforms of the '90s. Then, theoretical definitions of governance and indicators to measure governance will be addressed, which will allow us to create our own governance index. Finally, with this index, the degree of governance of the local Governments.
