Abstract
The aim of this dissertation is to reconstruct the process that led to the production of –legal, sociological, explicit and implicit- rules that regulate the associativity for work in cooperatives organizations of cartoneros, constituted after 2007 in Buenos Aires City. The approach proposed recovers the perspective of the possibilities that these organizations offer to their associates to improve their living and working conditions (based on solidarity and cooperation relations); but without losing sight of the social integration deficits that characterize their trajectories. The concept of “associativity for work” is proposed as an analytical prism for understanding the production of social bonds in enterprises managed by their workers, considering the socio-historical conditions in which they occur.
The research method that led to the results of this thesis was an embedded case study on cartoneros organizations that perform their activities in Buenos Aires City, in the period 2007-2012. Data collection and analysis was made according to qualitative methods principles. The studied organizations were: La Nueva Esperanza del Oeste, Recicladores del Tren y Recuperando Futuro. This selection was oriented by methodological criteria. These organizations are the result of similar social processes and their associates belong to diverse districts of Buenos Aires' metropolitan area. They also represent different working modalities
(the work in the “green centers” and the work in “the streets”) and they have different sizes (the smaller ones have fewer than 50 members and the larger ones involve more than 500).
The thesis is divided into four chapters. The first one describes the recycling regulations -imposed by the State and the market-, and the specific features of cartonero´s work, carried out by people living in poverty conditions. The second chapter presents a review of the main theoretical assumptions that allowed developing the approach based on the concept of associativity for work. The third chapter analyzes the way in which these organizations manage their “external sustainability”, taking into account the conflicts and disputes related to the value chain of recycling and to the urban hygiene policies. The fourth chapter focuses on the "internal sustainability" of these cooperatives, by analysing their methods of work and management. Finally the main contributions and "findings" are presented in section five.
