Abstract
The thesis proposes to examine and compare the development of alternative, popular and community television in Argentina and Chile, the largest countries in the Southern Cone, within the framework of the digital terrestrial television implementation process, which is given at the same time as regulatory changes that have recognized the sector. We will attend, on the one hand, the production conditions on which the stations are deployed and, on the other, the strategies from which these stations address the transition to digital television in the 2008-2018 period.
The approach that guides this research places alternative communication in relation to the contributions of two other subfields within the theories of communication: the political economy of communication and culture and the right of communication. In this way they seek to problematize the development and strategies adopted by the media in articulation with the social, cultural and political process on both sides of the Andes.
What are the conditions for the possibility of alternative, popular and community television in the framework of digital migration? What are the entry barriers for the entry of television stations from the community social sector to the media system in each one of these countries? With what strategies do the stations seek to overcome entry barriers? What gravitation do regulatory changes and public policies have for non-profit media? How do technological transformations, high technical quality standards and legal scenarios impact the economic and institutional sustainability of the community stations?
