Abstract
The administration of the national state’s media during the Kirchnerism’s governments (2003-2009)
This thesis belongs to the Latin American Studies in Public Policy of Communication and takes part in the international debate on the right to information and freedom of expression. From there it reconstructed and analyzed the models in the administration of the national state’s media during the first stage of communication policy in Kirchnerism’s mandates in Argentina. That was done through analytical application of the concepts of citizen access and participation, and through the analysis of its operation’s dynamics around decision making.
As part of a qualitative methodological strategy, analysis of the period 2003-2009 in the Sistema Nacional de Medios Públicos (SNMP) can establish the existence of a management model with consolidated characteristics. It shapes a model with a largely inherited legal system and never socially discussed. This model achieved improvement of different dimensions in the citizen access indicator but failed to major advances in the dimensions of citizen participation and neither prevented the
interference of the executive branch. At the same time, the intervention of the SNMP in the process of elaboration of the Audiovisual Communication Services Act (LSCA) showed a shift towards the revision of this model.
Moreover, the analysis can recognize a process in the SNMP that shows a model in motion. So, while it leaves behind a subsidiary role in the audiovisual system it builds an institutional proposal increasingly distanced from commercial logics and progressively endowed with budgetary improvements of the national State. The combination of these variables allow to recognize the process of repositioning a state
audiovisual proposal that made possible better and more widespread access conditions for citizens to alternative audiovisual content in a media environment that maintained a
concentrated and highly commercial structure.
