Abstract
Between 2008 and 2015, in the districts of Quilmes and Berazategui, located in the south of the Greater Buenos Aires, a set of cultural public policies were implemented to promote design. The aim of this dissertation is to investigate the role of these policies in the development and enhancement of small-scale clothing businesses and new local design circuits established in those territories. For this, I shall explore the objectives proposed by these public policies, how they were put into action, and who were their recipients. Furthermore, I shall examine the characteristics of the circuits and small-scale businesses, the educational and social trajectories of the entrepreneurs, as well as their ways of designing and producing clothing. I shall also study the actions and strategies deployed by the district governments of Quilmes and Berazategui, such as the implementation of free training courses, the execution of financial aid for clothing companies, and the organization of shows, contests and commercial spaces, among others. Finally, I shall analyze how and to what extent these actions and the participation of various actors targeted by public policies (entrepreneurs, cultural managers, teachers, and examiners) affected the development and enhancement of clothing and design circuits.
The study uses a qualitative theoretical and methodological strategy, as it is understood in the field of sociology of culture, and takes up the contributions of Pierre Bourdieu on the singularity of cultural goods (merchandise and meanings) and the collective processes of construction of value, which are linked to the hierarchies and the nature of the different spaces and actors that intervene in these processes. In view of this, qualitative strategies are deployed, in order to understand the perspective of the actors and the meanings they give to their practices. The dissertation is based on the data obtained during the field work, which included in-depth and semi-structured interviews with entrepreneurs, government personnel, teachers and examiners, as well as informal talks and observations in the design circuits. These materials are complemented with documentary sources: management reports, catalogues, public policy regulations, and statistical data from the clothing industry and the design sector, among others. To sum up, based on the information collected throughout the dissertation, I reflect on the way in which the application of public policies and the collective participation of various actors contribute to the development and valorization (in symbolic, aesthetic and economic terms) of new enterprises of clothing and design circuits formed in the districts of Quilmes and Berazategui.
