Abstract
This thesis analyzed the construction of a new pattern of local public management that, with particular nuances and styles, is observed in the municipalities of Greater Buenos Aires in the field of childhood and adolescence. In this, in the last 15 years there has been a paradigm shift that implies transformations both in the way of conceiving childhoods and in the structure of processing politics that configure a governance scenario, as a modality of governing and managing in networks.
The hypothesis is that the aforementioned paradigm shift promotes this new form of local management of public affairs, which is expressed both in the variety of national, provincial and municipal policies deployed at the local level in Buenos Aires and, more particularly, in multi-stakeholder devices, the Local Councils for Children and Adolescents.
Therefore, the general objective was to analyze the local governance of municipal public policies in the field of childhood and adolescence in the 24 municipalities of Greater Buenos Aires in light of the paradigm shift promoted by the new legislation on the matter.
This thesis was analytical framed in the public policies at the subnational level study field, and more particularly in the discussion on models of government and local public management of social policies. Studies on public policies were centrally located at the national scale, while production at subnational levels is recent (Bertranou, Isuani and Pereyra, 2016). More particularly, research on children's and adolescents' policies followed the same pattern and showed a case-by-case approach for Greater Buenos Aires (Foglia, 2017), still generating insufficient empirical information about the characteristics and conditions for the region as a whole. Therefore, shedding light on the ways in which public affairs are constructed and managed at the sub-national level is a fertile field of inquiry and one where there is a long way to go.
The methodology adopted was predominantly qualitative based on the instrumental strategy of multiple cases (Yin, 1994; Stake, 1995) where a certain number of cases are studied together to inquire about a general phenomenon that exceeds the experiences considered. In this thesis, each of the 24 municipalities that make up Greater Buenos Aires were selected as cases. The units of analysis were the municipal agencies/areas for the promotion and protection of the rights of children and adolescents in Greater Buenos Aires and the object of study were these areas and the policies they deployed.
The limited availability of systematized information at the local level demanded an intense process of primary data production. Among the most used techniques, semi‐structured interviews, participant observation and analysis of various documentary sources stand out.
The perspective of this work is synchronous and to scale, mapping the scenario in each of the 24 municipalities of Greater Buenos Aires between 2019 and 2020.
Likewise, given that the emergence of governance as a new management modality emerged from the paradigm shift, the different approaches that organized the field were historically reconstructed to evidence the relevance of the new paradigm in the configuration of local governance.
In order to approach the multiplicity of cases and objects at scale, some comparable dimensions were considered from the theoretical framework of governance, without dwelling on singular aspects of the cases analyzed. As a methodological resource, we resorted to the construction of typologies which, in addition to helping to order, classify and analyze the universe of cases, operated as a bridge between the theory and the data produced.
The main contribution of this thesis was to capture the existence of a network management pattern in the field of policies for the promotion and protection of the rights of children and adolescents in Greater Buenos Aires, structured on the basis of a powerful intergovernmental -between levels and sectors- and associative articulation that can be read in terms of participatory, multilevel and intersectoral local governance.
In the framework of this network, as a finding, it is evident that the municipal government plays a leading role in the implementation of national and provincial design policies in its territories -which is not passive but rather is crossed by its own local redefinitions, adjustments and contributions- as well as a proactive behavior expressed in the deployment of locally tailored policies in which it decides the axes and areas of intervention to solve local problems. This role also highlights the relevance that the issue of children and adolescents has acquired in the Conurbano Bonaerense as an issue of local governance.
Given that this panorama is not uniform, nor does it present the same characteristics in all the municipalities of Greater Buenos Aires, this thesis contributed to the construction of types of local governance that show disparate developments of this form of management throughout the Conurbano territory and a processual and unfinished character linked to the specific conditions of the region where it is inscribed, for which an own methodologicalanalytical design was drawn up.
