Abstract
The analysis of the management of the COVID-19 pandemic has sparked renewed interest in academia, particularly in the field of social policies. In this context, numerous investigations have focused their attention on understanding the state response to the health and socioeconomic impacts derived from the crisis.
The present study carries out a thorough review of the notion of public capacity for social protection, both in theoretical and methodological terms. From this point on, it is offered a preliminary operationalization that considers the dimensions, variables and observational aspects related to said capacity and introduces contributions that pave the way to advance in regional comparative studies.
From this place, the present analytical effort reflects a disruptive and at the same time exploratory proposal to examine state intervention under an analytical category that focuses on the effectiveness (or not) of public action to satisfy social needs while weighing the Relevance of applying it to approaches that go beyond both analyzes focused on social policy sectors and national casuistry.
