Abstract
This thesis is part of the vast field of knowledge on international migration, particularly at the intra-regional level. In a democratic regime, deep regional economic, social and political transformations had direct consequences in national policies. At the same time, the national realities impact decisively in the processes of globalization and integration affecting migratory behaviours.
The research problem arises from the question about the connection between regional transformations and their effects on the immigration issue in Uruguay and Argentine. It is problematized the relationship between the contextual changes with immigration policies implemented in both countries, their links with the socio-demographic profile of the migrants and the relevant experiences of the migratory history of the protagonists.
The aim of this thesis is to study the dynamics of the Uruguayan migration to the Argentina from 1985 to 2010. It covers the period which begins at the end of military dictatorships in Uruguay (1985) and Argentine (1983), and extends to the realization of the last National Census of Population, Households and Dwellings in the Argentine in 2010. The review of the literature on Uruguayan migration, the complexity which implies the study of their aspects, as well as the formulated and applied policies, poses several questions at various levels:
At the regional level: (a) what are the characteristics of the interrelationship between the regional and national contexts; (b) how do the national ideological and political transformations impact in regional consensus building; (c) what are the consequences of the new recent trends contained in regional legal norms on human rights of migrants in national spaces.
At the national level: (a) what are the characteristics of the demographic profile of the Uruguayan residents in destination ; (b) which is the impact of national migration policies on rhythm, volume and composition of flows; (c) what are the consequencies of the ideological and political changes contained in national legislation on the rights of migrants and their personal experiences. At the subjective level: a) what are the representations that emigrants build about their track record as migrant subjects; b) how do they modify and at the same time are changed by the environment in everyday practices that they develop as Uruguayan immigrants.
There are three general objectives: 1) to understand and analyse the dialectical relationship between the socio-economic and political contexts of Uruguay and Argentine in which the migratory movements occur and regional environment; 2) to describe and analyse the dynamics of migration processes of Uruguayans to the Argentine, their socio-demographic characteristics and their spacial distribution; 3) to investigate the perception and significance that Uruguayan residents identify about their incorporation in the host society as subjects of rights, their expectations and pending demands.
The specific objectives are:
1. To analyze the rules emanating of the Mercosur regarding the movements of population in the region and the protection of rights.
2. To analyze national legislation of Uruguay and Argentine related to immigration issues from 1980 to the year 2010.
3. To analyze the profile of the Uruguayans in Argentine on the basis of the information available in national population censuses carried out in Argentine in 1991, 2001 and 2010.
4. Search by in-depth interviews the particularities of the migratory experience, motivations, the incorporation mode into society, the recognition and exercise of rights, as well as the liaison of Uruguayan people whith the their country of origin taking into account the migration policies.
After an intense reading of the theoretical perspectives that are elaborated in order to interpret and explain the intricate phenomenon of migration, the hypothesis sustained in this thesis states that when the conditions in Argentine are no longer attractive for Uruguayan people, migration may continue with independence of the causes which explains the beginning impulse, by the existence of migrant networks, which consist in a special kind of social capital. The phenomenon is combined with the effect that some authors call "cumulative causation", as a cumulative social process in which each new migration is facilitated by the aforementioned, manifesting as a culture of migration.
The thesis is developed from three methodological strategies that include three closely linked sources: (a) documentary, based on the analysis of the corpus of the immigration legislation in the two countries during the period of study and its relationship to the regional context;(b) quantitative, referred to the analysis of census data relieved in Argentine and (c) qualitative, focused on the analysis of the materials obtained through in-depth interviews.
The quantitative research is combined with the qualitative one understanding that both complement and enrich each other. Giving priority to the perspective of the migrants themselves in relation to their experiences, were 20 in-depth interviews to Uruguayans in Argentine subsequently to the year 1985. The axes of research refer to conditions at the time of migration, ties to their place of origin and mechanisms of incorporation in a new system of relations.
The conclusions are exposed according to the three levels that guided the research: (a) regional, linking migration with contexts; (b) national, concerning the migratory dynamics of Uruguayans in Argentine and (c) individual, subjective experience of migrants.
