Abstract
The overall objective of this paper is to analyze the impact of the relationship between the state and entrepreneurs in the historical growth of Software and IT Services Sector of the City of Córdoba between 2000 and 2013.
According to this we propose analyze as specific objectives:
1. The quality of state intervention in the SSI Sector of the City of Cordoba.
2. The direction of economic and institutional action of entrepreneurs.
3. Public-private links established between the State and entrepreneurs.
4. The development of innovative and economic performance of companies.
The delimited period includes the events ocurred in the sector between 2000 and 2013, namely: a) The installation of the question (Ozslak and O'Donnell, 1976) to promote the sector by 2000, related to the establishment of Motorola and to the context of high unemployment in the late 90s, b) The increase of state interventions and business action (mainly local SMEs) from there, c) The differential growth that the Sector began to show related with the intensification of public-private articulation at a local scale, d).
The shift of provincial government´s interventions and therefore the reconfiguration of the articulations from 2012, which marked the stabilization of growth in the Sector until today. Under this set of phenomena, the sector grew rapidly and steadily since 2001 until today, in economic and innovative terms. In this work we formulate this questionproblem, given the lack of specific background: ¿What influenced the relationship between State Intervention and Entrepreneur action in the rapid, sustained and based on technological quasi-rents growth of the ISS Sector in Córdoba between 2000 and 2013?
For the research approach I will articulate a set of categories of analysis from different schools of thought. From the neo-Marxist perspective I will adopt Bob Jessop´s Strategic Relational Approach (2007, 2014), from which the author attempts to analyze the action and power of the various social forces in its constitutive relationship with other institutional orders and social practices. From New Sociology of Development I will take the input on the quality of state intervention, the nature and orientation of business action and the types of public-private articulations that can be set. In particular, the notions of autonomy, rooting and reciprocity, and the contributions about the importance of sectoral factors to analyze these phenomena, are tools of fundamental approach to our object of study. Last but not least, from the Neo-Schumpeterian Theories of Innovation and Development will use a bounded set of elements that allow us to support the construction of indicators of innovation performance of enterprises: knowledge and interactive learning as key resources in today's economy (Lundvall, 1992a); innovation as an endogenous variable of production and at the same time as an emergence of the production process, that generates changes in production parameters and increases in the companies capacities that positively affect economic performance (Nelson y Winter, 1982f; Dosi, Pavitt y Soete, 1990; Lundvall, 1992a); innovative behavior of enterprises and the positive impact of innovation on its economic performance as a disincentive to obtain privilege rents, and incentive for the generation of technological quasi-rents (Ibídem; Nochteff, 1994).
We start from the following hypothesis:
- General: The link between high quality State Intervention and a behavior of local entrepreneurs with innovative capabilities and goal-oriented sectoral growth, favored the sustained development of the Sector. In particular, the type of public-private articulation established with important degrees of rootedness and reciprocity in the link State-SMEs, largely explains the growing dynamism of the sector during the period analyzed.
- Specific: The Federal Government´s intervention focused during the period analyzed in economic actions oriented to the economic and innovative empowerment of companies and had a significant impact on these aspects, and Provincial Government´s intervention focused mainly on the creation of institutional arrangements for channeling the active participation of the business community in the definition and implementation of sectoral policies, which contributed to strengthening the efficiency of policies. In both cases, the interventions were led by specific state spaces, permeable to the demands of the private sector, installed from a) entrepreneurs actions characterized by
strategies of influence but also by active participation in the formulation of sectoral policy proposals; b) a successful process of aggregation of interests; c) action repertoires primarily oriented to the establishment of institutionalized practices of articulation (with each other and with the State) focused on collaboration, and to a lesser extent shaped by space colonization practices of the Public Administration, with virtuous results in both cases.
We develop a predominantly qualitative metodological strategy in complementation with the construction of quantitative indicators of sectoral economic and innovative performance. We will employ techniques of literature review, document analysis and semi-structured interviews to key informants, frequency distribution, multiple correspondence factor analysis and cluster analysis interviews.
The thesis is organized into five chapters. The first two is dedicated to the developing of the conceptual framework of the research, and the following to submit the results of the empirical research based on analysis variables raised in an ad hoc periodization.
