Abstract
The construction sector has steadily grown during the last decade. Likewise, it is one of the main sectors where one of the most important migration groups of the country (Bolivian migrants) work. In this dissertation, we pose different questions regarding the career paths of these migrants. What social institutions shape the different career paths of the Bolivian migrants who live in the AMBA and work in the construction sector? In particular, which is the importance of the social bonds that migrants have? What is the importance of the level of structuration of the construction labor market? How important is ethnicity in the development of the different careers paths? How do migrants learn the job? How are knowledge and qualifications obtained? How are the different dimensions linked with reproduction or with the overcoming of situations of vulnerability along the labor trajectories?
Several pieces of research have analyzed border migration and its relationship with the labor market. Some studies have focus on comparative analyses of the working conditions of migrants and non-migrants, and other studies have emphasized the importance of networks and labor strategies in migrant’s career paths. In this dissertation, we will combine elements from economic sociology, poverty studies in order to analyze Bolivian migrants career paths. . Sensitizing concepts such as "social capital", "networks" and "ethnic niches" are used, noting the strengths and limitations of these approaches. The dissertation shows how these categories used to analyze the labor insertion of migrants developed in others countries might be useful as sensitizing concepts, but should be read in combination with elements of the local context. The contributions of labor market studies, focusing on precariousness and labor informality, and studies of poverty that analyze both structural aspects and the agency of individuals, are important theoretical tools that allow us to assess the complexity of the social processes that affect the trajectories of Bolivian migrants in the construction sector.
The construction sector has been very dynamic throughout the last years. Its importance in the Argentinian economy justifies the need of developing studies in order to understand its dynamic: the construction sector employs an important amount of workers, it is highly procyclical and most of migrants work in this industry. The concept of social career path allows us to connect the individual characteristics of the migrants with the dynamic of the labor market and different structural elements. This dissertation is based on a relational theoretical approach, which seeks to understand socio-labor trajectories in relation to the characteristics of the construction market and with the different institutions that structure these trajectories.
This is a qualitative study. Quantitative data will be used in order to describe the migration context and the morphological aspects of the phenomenon. Secondary sources are mainly used. Qualitative methodology will allow us to understand the dynamic of the careers paths and connect these dynamics with the labor market. Primary data sources will be used. Through a biographical approach, we will analyze the career paths identifying learning processes and network creation processes. The analytical tool of the career path allows us to connect these micro social aspects with other social processes, such as labor conditions. The Universe of study is composed by Bolivian men who work at the construction sector, live in the AMBA, are more than 18 years old, with or without identification and who have been living in Argentina for more than 5 years. A purposive sample was designed. The cases were chosen for its theoretical relevance and they were controlled by grounded theory.
We will analyze the different web of interaction of Bolivian workers, their learning processes, and the processes of national ethnic solidarity in order to understand the social processes that affect the development of their career paths. The career paths of Bolivians who work at the construction sector are expressed in a heterogeneous set of trajectories that reflect different degrees of labor market structure (primary and secondary markets), circulation (stability in the task) and uses (learning tasks). Also, these dimensions are linked with other factors that are expressed both through the relationships established migrants, which are dynamic and diverse, as well as by factors linked to the territorial segregation (residence in “villas”) and the dynamic of the labor market (construction sector). Through this analysis, the research identifies different "structuring institutions" and discussed the scope thereof in their ability to understand the evolution of the career paths of this particular group. We discuss with the idea of ethnic niche, the importance of different types of capital in career paths, labor market conditions (formality and informality and the need to discuss with certain concepts) and also with the idea of ethnic segregation and the role of the neighborhood as a structuring institution within career paths. These dimensions are also articulated with other factors that are expressed both through the relations established by the migrants - which are dynamic and diverse - as well as by factors related to territorial segregation (residence in villas) and to the dynamics of the labor market in which they work (construction sector). Through this analysis the thesis identifies different "structuring institutions" and describes the importance of these in its capacity to understand the development of the labor trajectories of this particular group. The idea of ethnic niche, the importance of different types of social capital in employment, labor market conditions (formality and labor informality, and the need to complex certain concepts) and the idea of ethnic segregation are considered the dimensions that explain the different movements along the career paths. Recognizing the labor trajectories of migrants as dynamic and complex processes, the thesis identifies and analyzes the dimensions that account for the changes along the trajectories. The thesis acknowledges both the resources that migrants have and the structural conditions that inhibit the alleviation of social vulnerability.
