Abstract
The YPF´s, oil company historical development went through different transformations in its ownership and operating dynamics. During the 2003 to 2019 period, the enterprise went from being under the control of private capital to acquiring a hybrid state-capitalist character, when the expropriation of its majority share capital in 2012 was made by the Argentine national government. Since then, different managements have happened in the company with dissimilar characteristics. The changes in the company's ownership and in its administrations have resulted in different investment schemes and production´s logics that impacted on various indicators, in relationship to times of activity retraction and adjustment and stages of expansion and growth in its activity.
At the same time, the public policy for the oil sector and its operating structure was transformed during the period. Since 2003, the State increased its interference on the segment and on the activity planning, through the establishment of controls, as by developing politically oriented programs. In December 2015, a new governmental period was initiated, which meant changes in the orientation of public policy towards the oil segment, with a view to driving the decline in regulations and controls on it.
In the context of those processes, this thesis focused on the workers conflicts. In connection with the aforementioned transformations, various contentious episodes were developed which varied in their characteristics and magnitude. The different trade union groups with the scope of action linked to the company and the sector acted collectively promoting multiple demands. They acted not only in order to improve their wage and employment conditions but also to resist adjustment processes. Furthermore, around YPF, different groups of unemployed workers, who were outside the labor ties, acted trying to sell their workforce. The mobilization of workers was deployed through a heterogeneous contentious repertoire. Strikes, route and/or facility lockouts, concentrations and marches, among other forms of action, occurred during the period.
In relation to the above, the aim of this thesis is to analyze the relationship between the workers conflicts and the various forms of social organization of production in the YPF oil company, in the Neuquina and the Golfo San Jorge oil basins, between the 2003 and 2019 years.
The hypothesis that guides the analysis carried out argues that: the evolution of YPF's socio-productive organization during the period, together with political, social and economic processes in the sector, are involved in the configuration of different stages in the conflict of workers, defined by particular characteristics of the dynamics of contentious episodes.
The methodological approach combines quantitative and qualitative techniques, based on a catalogue of events of own elaboration, conducted from the press, public statistics, company documents, sectoral reports, legislation, previous investigations and interviews with key informants.
