Abstract
This thesis studies the reconfiguration of the provincial labour policy in Santiago del Estero and the strategies deployed by unions during the years 2005-2013. In this way, this study addresses two research topics so far scarcely articulated, the analysis of union strategies during the post-convertibility period and subnational labour policy. Provincial labour policy is analyzed considering national labour policy and the subnational political regime as elements that influence its configuration. Likewise, for the study of trade union strategies, the specific importance of the trade union tradition in their structuring is considered.
We focus on Santiago del Estero during the post-convertibility period, given the convergence of national political processes - changes in national labour regulation - and provincial processes - the end of the so-called “Juarista” period - which influenced the modification of labour policy in the province. On the other hand, with respect to the unions, we chose two unions that historically developed differentiated strategies with the different governments in order to analyze the changes and continuities in the position adopted around the changes in labour policy with the establishment of the “Mesas de Diálogo y Trabajo” by Gerardo Zamora.
The research questions formulated were: How was labour policy reconfigured in Santiago del Estero in the light of the characteristics of the provincial political regime and the changes in national labour policy during the years 2005-2013?; and What were the different strategies deployed by unions due to the changes in labour policy in the province and what elements explain these differences? In order to answer the research questions, we set out the following specific objectives: a) to describe the characteristics of labour policy in Santiago del Estero during the years 2005-2013; b) to examine how the change in the provincial political regime and labour policy at the national level influence the new labour policy implemented in the province; c) to characterize government and union strategies in the “Mesas de Diálogo”; and, 4) to identify the link between the union strategies deployed around the “Mesas de Diálogo” and the traditions of the trade union organizations studied.
The main hypothesis of the research is that the changes that have occurred in provincial labour policy since the establishment of the “Mesas de Diálogo” are linked to two fundamental processes. On the one hand, the beginning of a new political stage in the province, which suggests that it was marked by political dialogue and consensus as part of the strategies of Gerardo Zamora's government to differentiate itself from the governments of the immediately previous period; and, on the other hand, the promotion of collective bargaining in the provinces by the national government, which favored the establishment of mechanisms for the channeling and containment of labour conflicts. However, in the face of changes in provincial labour policy, the unions developed strategies that corresponded mainly to their union traditions. CISADEMS developed a confrontational strategy towards the government while UTEPSE developed a negotiating strategy.
The research problem is approached from a qualitative perspective using a case study as the research design. It is a single integrated case design, i.e., made up of several units of analysis, which allowed us to answer the research questions by focusing the observation on both the unions and the provincial labour policy.
